Level 999: The Glitch King
Chapter 132: No One Is Inventory
The bidding began with medicine. Sunchain offered three sealed recovery cores. Ardent countered with verified treatment records for every person who refused a core. Rook promised armed escort for medical shipments and demanded no Archive access in return.
Residents gathered around the public board in uneven groups. Parents read the shield offer first. Clinic volunteers counted the medical cores. Three former soldiers asked the Rook herald what happened if Earth's champion lost, and he answered that the victor gained martial standing over the defeated party. A woman from the north block crossed the entire offer off her paper. She had already watched one title holder's debt destroy her apartment.
Madison inspected the cores through the bus barricade. "Can I use one without joining anything?"
Charlotte's representative opened the transfer terms. "Treatment establishes a preservation relationship."
"Then you brought advertisements."
Madison walked back to the kitchen.
Rook's herald laughed. Penelope did not. She was reading the treatment clause and tracing its provenance through older Sunchain codes.
Jace felt the Glitch Protocol recognize the contest as a progression path.
[NEGOTIATION QUEST]
Objective: Establish Earth standing before one major House secures dominant recognition.
Optional objective: Preserve individual choice.
Optional objective: Obtain aid without collective ownership.
Failure condition: Safe Zone classified through uncontested foreign claim.
Reward: Faction access, Legal Insight, negotiation experience.
Warning: No reward removes accepted debt.
The final warning made the quest more honest than the delegations.
Oliver Crane persuaded all three houses to use one public offer board by threatening to certify any private concession as a hidden inducement. His own House lacked the strength to enforce that promise, but Ardent wanted the records clean, Rook refused to appear afraid of disclosure, and Sunchain would not let its rivals gain a procedural advantage.
The board filled quickly.
PUBLIC OFFER BOARD
Sunchain medical cores: 3.
Rook civilian shield: 10 days.
Ardent identity hearings: Unlimited during contact window.
Sunchain return priority: 12 persons.
Rook guest sanctuary: 20 persons.
Ardent witness protection records: 40 persons.
Collective alliance accepted: NONE.
Oliver marked every revision with the local time and the name of the House that proposed it. The board became a history of concessions nobody had planned to offer when the ships arrived. Sunchain removed a blood-copy permission after Ardent exposed it. Rook narrowed champion authority after Liam asked whether a champion could redirect children into a fortress. Ardent capped its review access after Avery demanded an expiration time. Competition did more to improve the contracts than goodwill had.
William stood at the front of the crowd and read every offer. David Marek, another recovered heir, remained near the back with both arms wrapped around his chest. His pathway scars glowed when the Sunchain cores opened.
"They can stop the pain," David said.
Noah turned toward him. "They can."
"You say that like wanting it makes me weak."
"It makes you hurt."
The answer lowered David's shoulders. It did not settle his choice.
Across the courtyard, a Safe Zone resident asked whether any House would repair the north apartments without claiming the land beneath them. Sunchain offered construction Charge tied to recovery cooperation. Rook offered labor from its landing crew if Earth scheduled the challenge. Ardent produced ownership records showing that the city itself no longer appeared in the active noble registry. The records were useful and dangerous. An unowned city could become free territory, or it could become land available to the first recognized claimant.

Lucas asked Jace to reject Sunchain for everyone until the Safe Zone had stronger defenses. Sophia objected before Jace could respond. Scarlett supported the delay, while William demanded an immediate individual window. The Free Heirs had begun forming positions that did not align with Jace or one another.
PARTY READINESS
Safe Zone defense: 64%.
Medical reserve: STRAINED.
Food reserve: 4.6 days.
Voluntary Anchor Network: ACTIVE.
Free Heir unity: 38%.
Free Heir autonomy: 61%.
House attack probability during negotiation: 24%.
Jace could raise unity by selecting one offer as their claimant. The interface placed the option beneath his title.
CENTRAL NEGOTIATION AUTHORITY
Claim all represented persons: AVAILABLE.
Immediate unity bonus: +31%.
Individual withdrawal rights: SUSPENDED during contact.
He closed it.
For a moment, the Archive Council reacted to the offers. Several thousand voices recognized House seals from lives that ended under them. Others remembered a Rook sanctuary that had honored its terms for three generations. A smaller group remembered Ardent records saving families from false bloodline claims. The memories contradicted one another without any voice being obviously false. Jace did not open a query. The living people in the courtyard had enough inherited certainty aimed at them already.
Nora called the delegations to the center of the courtyard. Jackson pointed three cameras at the table and broadcast through both radio and System channels. Olivia required every House to state whether it recognized the people present as capable of accepting or rejecting an offer.
Rook answered first. "Any person capable of issuing a challenge may choose allegiance."
"What about someone who cannot fight?" Olivia asked.
The herald paused. "They may choose a protector."
Penelope answered next. "Ardent recognizes testimony after identity verification."
"Before verification?"
"We record it as unverified."
Sunchain's representative looked toward Charlotte's projection before speaking. "Recovered persons may request review. House classification remains in force until review concludes."
Each answer placed a condition between the speaker and personhood. Jace stepped into the camera field.
"Earth will not sell access to the people here," he said. "The Safe Zone will not accept a group deal that binds anyone who did not choose it. You can offer treatment, shelter, records, or a fight. Each person decides whether to hear you. Their answer does not belong to me, this council, or your House."
The System tried to register the statement as a sovereign policy.
POLICY AUTHOR: THE GLITCH KING.
BOUND POPULATION: 242.
Jace selected BOUND POPULATION and used Rule Fracture before the field finalized.
RULE FRACTURE
Target: Representative statement creates population command.
Contradiction: Policy denies authority it would use to bind.
Cost: Charge -8.
Result: Statement converted to open negotiation condition.
LEGAL CODEX ENTRY ADDED
Open Offer Standard.
No collective acceptance presumed from local access.
Negotiation experience gained: 8,400.
Legal Insight Lv. 2: 19% -> 24%.
House Ardent copied the entry. House Rook challenged its scope. Sunchain filed an immediate objection. None accepted an alliance, and none left.
Then the gold vessel above the eastern approach broke formation. It descended past its own representative, forcing Liam to widen the landing exclusion zone. The recovery ring opened, and Charlotte Sunchain walked onto the pavement in black beneath a narrow gold mantle.
She faced the cameras, the council, and every recovered person who had gathered to hear the offers.
"House Sunchain recognizes four hundred twenty-four stolen properties within Earth jurisdiction," Charlotte said.
