Level 999: The Glitch King
Chapter 131: Three Offers
Sunchain answered Jace's refusal by offering medical stabilization to every recovered heir who entered its transport frame. The frame displayed repaired pathways, restored Charge circulation, and protection from hostile Houses. It also displayed a clause that assigned the decision to a single group representative.
Olivia enlarged the final field.
"If one representative accepts, Sunchain can treat the entire recovered class as notified," she said.
Charlotte's pavement representative kept her hands folded. "Notified does not mean transferred."
"Your next clause says silence after notification counts as consent to review."
"Review does not mean transfer."
Noah leaned toward William. "They have many words for the part before the cage."
The three offers opened side by side.
MULTI-HOUSE OFFER COMPARISON
House Sunchain.
Immediate benefit: Medical restoration, protected transport, bloodline stabilization.
Public cost: Voluntary recovery review.
Hidden cost: Group notification may create individual consent presumptions.
House Rook.
Immediate benefit: Defensive recognition, martial protection, challenge immunity for noncombatants.
Public cost: Earth names a champion.
Hidden cost: Champion decisions bind Earth during declared combat.
House Ardent.
Immediate benefit: Identity recognition, provenance defense, access to sealed histories.
Public cost: Controlled Archive review.
Hidden cost: Verified records become admissible throughout the noble network.
No offer without debt detected.
William read each line. "Ardent recognizes my name without taking my body?"
Penelope did not soften the answer. "Ardent can verify a name. Recognition will not protect you from a lawful recovery order."
"Sunchain can fix what they did to me."
"Possibly," Joseph said. He stood near the clinic entrance with one hand against the wall. "They can also restore the hardware that lets them control the repair."
William's mouth tightened. "You worked for them."
"Yes."
"Then you do not get to make my choice safer by describing it."
Joseph accepted the sentence without defending himself.
Nora moved the discussion to the courtyard so every person could hear the offers in the same form. The houses objected to the loss of separate negotiation channels. Jackson transmitted the public meeting over his independent radios anyway.
Lucas argued that accepting Rook protection would buy time before Sunchain attempted recovery. Sophia asked who would control the protection once a champion was named. Scarlett said the Safe Zone needed a military answer before the dark contacts revealed themselves. Madison wanted to know which offer kept the water pumps running if the noble fleet blocked local Charge.
The disagreement spread because each offer solved a real problem.
Emma brought the clinic inventory to the table. Insulin remained stable for thirty-six hours if the improvised cooling line survived. Antibiotics would last five days at the current infection rate. Two recovered passengers needed pathway treatment the clinic could monitor but could not provide. Sunchain had enough medical power inside one case to change all three numbers. Rook could protect a supply convoy but had no local supplier. Ardent could identify abandoned medical caches from old records without guaranteeing that the buildings still existed.
Madison tapped the inventory. "If we refuse every debt, people still pay with their bodies."
Grace wrote the sentence beside the offers. "If we accept debt for everyone, people pay without choosing."
Neither statement defeated the other.

FACTION STANDING
House Sunchain toward Earth: -48, HOSTILE.
House Rook toward Earth: -19, ADVERSARIAL.
House Ardent toward Earth: -9, OPPORTUNISTIC.
House Crane toward Earth: 0, UNCOMMITTED.
Local factions:
Safe Zone Council: 21.
Free Heir interests: VARIABLE.
Volunteer Anchor Network: 17.
Accepting one offer may alter all listed standings.
Oliver Crane placed his three folders on Nora's table. One contained rules for individual contracts. One covered collective aid. The last held nothing except a blank page.
"That one is the agreement you write yourselves," he said. "Major Houses dislike it because they cannot price an empty page before you use it."
Olivia read the individual-contract rules. "A person can accept transport without Earth accepting a faction alliance."
"If the house agrees."
Oliver explained that lower Houses survived by locating distinctions the major Houses found inconvenient. A port might belong to one House while cargo law belonged to another. A patient might accept treatment without joining a bloodline, if a treaty recognized the difference. Earth had no treaty, no recognized faction standing, and no court guaranteed to hear an appeal. The loophole existed. So did the power to ignore it.
Charlotte's representative answered before anyone asked. "Sunchain will not separate one recovered asset from the class."
William struck the table with his palm. "I am standing here asking to be separated."
The recovery frame measured him.
IDENTITY MATCH
William Frost.
Former registry status: Sunchain Indexed Heir 88-F.
Current status: Unverified release.
Personal request recognized: YES.
Authority to accept request: HOUSE REVIEW REQUIRED.
He laughed without humor. "They need permission to hear me."
William asked Jace whether the Safe Zone would stop him from walking onto the Ardent ship. Jace said no. Liam added that he would stop any ship from closing its doors before William confirmed the final terms. Penelope agreed to keep her ramp visible from Jackson's cameras. William did not thank anyone. He returned to the line and kept reading, which was the first choice the Houses had managed to leave entirely his.
Penelope offered an Ardent identity hearing aboard her craft, with the records array still closed. Rook's herald offered guest protection until William chose a formal allegiance. The Sunchain representative added priority restoration if he returned before the others.
The offers improved because William had made himself impossible to discuss as a group without contradiction. Every House wanted to prove it could treat him better than its rivals while preserving the rule that allowed it to classify him.
Sophia looked at Jace. "If people accept different offers, we may lose the only group strong enough to resist them."
"Then the group has to survive people leaving," he said.
She flinched because the answer did not solve the danger. Jace understood. Freedom could produce a weaker defense. It could place someone back inside the system that had harmed them. Protecting choice did not guarantee a good choice.
Rook expanded its offer to include a ten-day civilian shield. Ardent offered independent documentation for anyone entering another House. Sunchain waived transport fees and restoration debt for the first twelve voluntary returners.
DEBT WARNING
Competitive offer escalation detected.
Improved terms may create future precedent.
Beneficiaries may be used as proof of faction legitimacy.
No collective acceptance recorded.
The houses had come to pressure Earth. By midday, they were competing with one another for the right to define what help meant.
