Level 999: The Glitch King
Chapter 129: Banners Around the Zone
The banners brightened before dawn. Gold circles, red blades, and silver record glyphs hung above separate approaches while the Safe Zone finished breakfast beneath them. Madison refused to move the serving line indoors because fear did not create more room in the west hall.
Jace took his bowl to Nora's governance table. Liam, Madison, and Jackson were already there. Olivia had written the proposed limits in plain language, and Grace had added a withdrawal clause beside every permission.
The System opened a function Jace had never seen while the Safe Zone depended on his direct claim.
[GOVERNANCE FUNCTION UNLOCKED]
Delegated Management Lv. 1.
Available slots: 3.
Purpose: Assign limited operational authority.
Eligible scopes:
Defense and evacuation.
Food, water, and shelter logistics.
Communications and external warning.
Prohibited scopes:
Property registration.
Subject registration.
Population command.
Permanent title transfer.
Withdrawal: AVAILABLE.
The interface placed Jace's name above all three slots. Grace turned the panel so the proposed recipients could read it.
"Each scope ends if the recipient withdraws," she said. "It also ends if the community review rejects it."
Liam read the defense limits. "Can I close a gate without asking him?"
"Yes," Olivia said.
"Can I order civilians into a fight?"
"No."
"Good." Liam accepted defense and evacuation authority.
Madison refused the first logistics version because it allowed the title to redirect food during a siege. Olivia removed the clause. Madison accepted after water and medical staff retained their own emergency controls.
Jackson accepted communications authority only after the System confirmed that his radio network would remain outside title ownership.

Jace felt three sections of the territory go quiet. They had not vanished from his awareness. They had stopped asking him to approve every decision.
The Safe Zone dashboard rebuilt itself around work already completed.

No claimant command detected.
Madison stared at the structure gains. "We leveled the purifier before he came back."
The System highlighted Jace as claimant beneficiary.
She crossed the line out on her paper copy. "We did it while he was gone."
The dashboard corrected the contribution record.
Passive progress sources:
Local labor: 46%.
Volunteer Anchor Network: 21%.
Salvaged infrastructure: 18%.
Delegated decisions: 15%.
Claimant direct contribution: 0%.
Jace accepted the report without appealing. Overflow Experience did not increase. The absence felt appropriate.
The delegated slots immediately produced work Jace would not have noticed until it failed. Liam shifted the southern watch away from the Rook descent line. Madison split the water reserve between two buildings so one strike could not contaminate everything. Jackson assigned a human runner to each radio post because noble interference could erase a signal while leaving the person beside it alive.
The story has been stolen; if detected on Amazon, report the violation.
The territory display asked Jace to review all three decisions. He changed the setting from APPROVAL to NOTICE. Each recipient kept the ability to withdraw, and each public log showed who had made the call.
Outside the west barricade, Lucas had gathered freed heirs who wanted a defensive company before the noble fleets arrived. Scarlett stood with them because preparation made more sense to her than another meeting. Sophia kept a second list for people who wanted medical, translation, construction, or no assigned role.
"Two groups will divide us," Lucas said.
"One group will force people into your answer," Sophia replied.
Scarlett rested her blade against the pavement. "A divided defense dies."
Aurora studied the banners through silver-flecked eyes. "I remember the red blade from an Earth that ended under a different name. The House offered protection first."
Scarlett looked at her. "Do you remember correctly?"
"I remember fear correctly. The banner may be wrong."
Jace used Breach Sight on the signals. The banners were advance claims, not decorations. Each one had attached legal language trying to define the Safe Zone before its ship arrived.
The Sunchain claim treated Theodore, Elijah, Joseph, and the ten recovered passengers as missing assets. The Rook filing described Earth as an arena that had failed to name a champion. Ardent's offer recognized local witnesses while reserving the right to copy every Archive record they could reach.
Olivia read the three filings and marked the same defect on each. "Every one begins by deciding what we are before asking."

Jackson's radios crackled before the System announced the ships. His salvaged antenna had caught their descent burn through ordinary interference.
"Six contacts," he said. "Three broadcasting. Three staying dark."
The delegated warning network sent evacuation guidance without waiting for Jace. Liam moved children away from the southern approach. Madison sealed food stores and left the breakfast line open until the last person received a bowl. Jackson transmitted one answer on every available channel.
"Earth Safe Zone acknowledges contact. No claim is accepted by silence."
The System tried to replace his message with Jace's title. Jackson cut the official relay and kept the radios live.
Above the clouds, six lights separated. The Sunchain vessel descended inside a gold recovery ring. The Rook ship entered like a blade pointed at the Spire. Ardent's silver craft opened its records array before crossing the atmosphere.
Each fleet received a different response from the people assigned to meet it. Nobody asked Jace to become all three answers.
The banners stretched across the morning sky as ships from several noble houses descended at the same time, each carrying a different legal claim.
