In Kentra, the Accord does not give you power. It lends it to you.

Every time you use a Faculty you draw against a Line of credit, and the Accord settles in service: things killed, things made, hours worked, tithe paid. Draw more than you hold and it takes the difference out of your body. Immediately. Without warning. A finger. A year. The colour of an eye. The ones who could not pay at all still walk the ward at dusk in their work clothes, going to jobs they no longer remember.

Kalen Ashgrove is nineteen and four hundred marks in arrears on a debt his father left him. He spends his days breaking down the bound gear of the dead for a reclamation house that pays him in scrip. He has eleven months before his sister turns thirteen and is Assessed into the same hole he is in.

He is also the only person in Ward Nine who can read an Accord ledger. He taught himself off maker's marks, badly, over four years, and he has never told anyone.

The ledger says Ward Nine has been assessed three and a half percent above Accord standard since the year 987.

Two hundred and seventeen years of overage. Somebody has been collecting it.

Kalen cannot fight. He can count.
