Sam tore the original Record into twelve sections.
Not pages.
Bindings.
He cut thread, peeled leather, and separated the book into loose gatherings while June held the damaged spine open.
"There is no original after this," June said.
"There are original harms."
"That was not my question."
Sam looked at the knife in his hand.
"No. There is no original book after this."
He cut the final binding.
Each section received local claim pages, refusal procedures, source fragments, and empty paper.
Aldgate kept no master index.
Ward Nine received the gas routes and thirty-one names above the blue stair.
Bay Twelve received flood claims, Darin Holt’s corrected family line, and the west ladder.
Mercy received breathing support, medical refusals, and Laleh Omondi’s bell record.
Ninth Harbor received roll calls.
South Ward received route injuries and Mira’s door.
East Market received the dead receiver site, false-body salvage, and current evacuation names.
The remaining sections went to Copper Row, North Rail, the chamber, the river-tunnel recovery team, the foundation witness’s canal crew, and one moving copy carried by Davi.
Every section lacked something another section held.
That was the point.
The saved yes reached each section.
Ward Nine wrote:

East Market delayed its answer until the dead core stopped transmitting.
The citywide saved yes lost its singular subject.

Cassius supplied the Voss routing keys from the stopped witness carriage.
He did it under Davi’s full frame with the foundation witness’s severed-arm claim visible behind him.
"These keys identify which private mirrors convert conflicting answers into one sponsor preference," he said.
Sam asked, "Did you use them?"
"Yes."
"For Caleb’s stream?"
"For Caleb, Kim, three Voss elections, two hospital boards, and a charity vote about flood housing."
"Did people know?"
"No."
"Do the keys absolve you because you gave them?"
Cassius looked at the camera.
"No."
Davi kept the confession attached to the keys.
Soma used one key per district and burned it after opening the local conversion layer. No district received enough keys to rebuild the Voss preference engine.
The saved yes broke into millions of original device events.
Many had no touch.
Some carried dead-hand caches.
Some came from people who had selected yes on earlier medical questions and never saw this one.
Some were genuine.
The genuine yeses stayed.
The false ones lost their claim.
The city still leaned toward one center.
Now it leaned through people who had actually answered.
Honest conflict moved slower than the saved form.
Bay Twelve’s conditional yes opened its pump warehouse, then locked the shipment at the district line because no city operator existed.
South Ward’s no kept Mira’s door local and rejected a central freight permit needed to cross the next block.
Mercy’s medical-only request accepted respiratory plates and refused the same truck when the manifest added public shelter forms.
Runners opened boxes, split loads, wrote new manifests, and carried pages across legal lines one stack at a time.
The work protected answers and let black water gain six streets.
Nobody could honestly call the delay harmless.
The slower truth cost routes.
While districts verified forms, black water crossed two freight tunnels under East Market.
One tunnel carried distributed Record pages toward Mercy. The other carried pump parts toward Bay Twelve.
Tali sent a twelve-person crew to hold Freight Gate Six until both shipments cleared.
Hana Bex operated the manual gate with her burned hand tied to the wheel.
Tov Ren laid mattresses over live cable trenches so runners could cross.
Jalen Price carried steel pins one-handed and insulted every green arrow he passed.
Lysa Moor, a tram welder, sealed the lower hinge while singing badly enough that copied voices could not match her missed notes.
Dev Akin and Ben Osei ran the two pump sledges. Dev counted left-foot impacts. Ben counted right.
Nima Rook carried the Mercy pages under her shirt.
Gita Rowe carried Bay Twelve’s west-ladder pin in a lunch tin.
Fei Darr had the only working pressure gauge and no glasses after the false body fight.
Mako Bell read the needle for him.
Sal Tern held the field phone above water.
Evi Sun, sixteen and legally too young for the tunnel crew, had lied on the roster and brought the bolt cutter everyone needed.
Hana recognized the false age because Evi had written the same birth year as Hana.
"You look terrible for forty-one."
"Tunnel lighting."
"You leave with the Mercy pages."
Evi put both hands around the bolt cutter.
"You need this for the rail junction."
Hana looked at the jammed pump sledges, then at the rising water.
"Then you stay beside Nima and move when pages move."
Evi agreed and immediately stood three feet closer to the junction.
Tov laid his final mattress over the live cable trench. It was the same mattress that had caught a respiratory brace outside Mercy. One corner still carried the patient’s claim number.
Jalen stepped onto it with an armful of pins.
"If this kills me, tell Iseul her mattress was licensed."
"It was not," Tov said.
"Then tell her I died free."
Lysa missed the next song note by enough to make Mako wince.
The black water copied her voice from the far tunnel and hit the note perfectly.
Everyone ignored the perfect singer.
Twelve people.
Two shipments.
One gate.
The Mercy pages crossed first.
Nima threw them to a runner beyond the flood mark.
Evi crossed with the bolt cutter and came back.
Hana saw her.
"I gave you a route."
"You gave the pages a route."
"I included you."
"Bad wording."
Hana almost laughed. Her burned hand slipped on the gate wheel instead.
The Bay Twelve pump sledges jammed at the rail junction.
One runner had loaded the west-ladder pin beneath the heavier pump housing. The sledges could not turn without unloading both.
Dev and Ben took opposite sides.
Left foot. Right foot.
They rocked the first sledge while Gita crawled under its frame for the lunch tin.
Jalen drove one steel pin beneath the rail wheel. Tov used the mattress rope as a pull line. Evi cut a bent bracket that held both sledges together.
The first pump moved six inches.
The second dropped off the rail.
Fei held the gauge close enough to touch his nose. Mako read pressure over his shoulder.
Lysa stopped singing so she could weld a new skid beneath the fallen pump.
The perfect copied voice kept singing from the water.
Black water entered the far end of the tunnel.
It moved uphill along both walls and left the floor dry between them.
Fei squinted at the pressure gauge.
Mako read it.
"Gate needs closing in ninety seconds."
Tali checked the city map.
Freight Gate Six was the only barrier between the outside flow and three occupied wards.
The twelve-person crew remained behind it.
The Mercy-page runner offered to send the documents back as flotation.
Nima refused.
"Pages stay out. People work the gate."
The pump sledges needed two minutes to clear.
The gate needed ninety seconds.
