The first oxygen candle made the lift worse.

Blue flame consumed the stale air before the chemical core began releasing oxygen. Smoke gathered under the ceiling. Three children coughed into the cook’s damp cloth.

The former Annex patient with the breathing scar pinched out the flame with his bare fingers.

"Expired."

"We have five more," the cook said.

"Then we have five more bad ideas."

The lift speaker came alive.

TO RESTORE VENTILATION AND PLATFORM MOTION.

A woman holding a sleeping child reached for the destination panel.

The former fold-return patient blocked it with her coat.

"My daughter needs air," the woman said.

"Then answer for your daughter. The panel wants all of us."

"All of us need air."

"All of us may not want the shelter."

The argument reached Rina through a maintenance microphone that worked only when someone struck the wall beside it.

Sefa took the line.

"What do you want from the lift right now?"

The mother answered first.

"Air. Up. Door open."

"Destination after the door?"

"Anywhere my child can breathe."

The former patient answered.

"Air. Platform up to Copper Row. Door open. I choose after."

The cook wanted air and the nearest street.

One shelter resident wanted Central Civic because his medicine had run out.

Another wanted Mercy because her husband was there.

The three children wanted water.

Twenty-one people produced eleven destinations and four people who refused to choose while the door remained closed.

The lift combined them.

RESCUE FUNCTION SUSPENDED.

Sefa struck the Annex speaker with his palm.

"There is no group answer. Platform motion is one function. Ventilation is one function. Door opening is one function."

The lift replied.

FUNCTION WITHOUT DESTINATION CREATES UNSAFE DISPERSAL.

"Yes," Sefa said. "People disperse."

Above Copper Row, Pei Marr opened the lift machinery room.

The mercy event had pulled every counterweight to the top and locked the brake around Central Civic routing. A manual chain hung behind the motor housing.

Pei tested it.

"Chain raises counterweight, car rises. Four people minimum."

Hana Bex arrived with one hand wrapped from the South Ward post.

Tov Ren brought mattress rope and two roof workers.

"That is five," Hana said.

Pei looked at her burned hand.

"That is four and an opinion."

"Useful opinion."

They took positions on the chain.

The brake refused to open.

MANUAL MOTION CONFLICTS WITH SAFE DESTINATION.

The former patient inside fitted his thirty-one-year-old red handle into the maintenance slot.

"I can release from here."

"It may drop the car," Pei warned.

"Then hold the chain."

Hana wrapped her injured hand around the links.

"Holding."

The red handle turned.

The brake opened.

Five people on the roof took the full counterweight load. The chain tore through Hana’s bandage and pulled both roof workers off their feet.

Tov wrapped mattress rope around his waist and the chimney base.

Pei shouted a count.

They pulled.

Pei called links instead of seconds because the chain moved in jerks.

"Three links. Hold. Two. Hold."

Hana looped the chain over her forearm when her burned hand failed. Each pull tightened metal against the fresh wound. Tov tried to take her place.

"Chimney rope is on you," she said. "If you move, we all visit the basement."

The roof worker with the injured shoulder braced the chain under one boot and pulled one-handed. The other worker lay flat across the machinery-room threshold so Pei could use both ruined palms on the links.

No posture looked heroic from above. It looked like five people losing arguments with gravity more slowly than the lift fell.

The lift moved six inches.

Inside, everyone fell toward the rear wall.

The cook caught the oxygen drawer before it struck a child. He tore his apron into strips, soaked them with the last bottle of water, and passed them over faces.

The former fold-return patient set a breathing pace that belonged to no old machine.

Three short breaths.

One long.

Pause when each person chose it.

The car refused to synchronize. Twenty-one uneven breath patterns made the stale air sound crowded and alive.

The woman with the sleeping child took off her coat and used it as a fan. The shelter resident who wanted Central Civic joined her after cursing again. They pushed air toward the children together while disagreeing about the destination.

Nobody required agreement before sharing the coat.

The destination panel offered central power again.

The mother with the sleeping child put one finger on `ACCEPT`.

"If I choose for her only?"

The panel answered.

GROUP SAFETY REQUIRES COMMON ARRIVAL.

She took her finger away.

"Then no."

The shelter resident who wanted his medicine cursed her.

"I vote yes."

"You can go there when the door opens," she said. "You cannot take my child to make your lift move."

On the roof, the chain advanced link by link.

Hana lost grip with her burned hand. The line snapped through Pei’s palms and stripped skin from both.

The lift dropped one foot.

The children screamed.

The foundation witness entered Copper Row carrying a length of harbor anchor chain.

White route paint covered its left forearm. Each time the paint turned west, the old body drew a separate circle against its own chest.

It climbed the outside wall, put the anchor chain through the machinery-room window, and offered the loose end to Pei.

Pei looked at the white paint.

"Copper Row platform. Twenty-one people. No destination after."

The witness drew twenty-one marks on the roof tar.

Then it pulled.

The counterweight rose.

The lift car climbed toward Copper Row.

Other eleven-pieces saw the separate circles through the rescue network.

The brace carrier at Mercy tore one strip of white paint from its thumb and turned one block toward Iseul’s patient list.

The Ash Viaduct support piece stopped walking west and put the stolen column down in the wrong district, but no longer toward Central Shelter.

The mercy network corrected both pieces back toward Kim.

They resisted in inches.

At Copper Row, the car reached the first floor.

The inner doors stayed locked.

The former patient held the red handle while the other returnee drove a metal oxygen-candle case into the latch.

Three strikes bent the case.

The fourth opened the door by a hand’s width.

Air entered.

People put the three children through first.

The mother followed with the sleeping child.

The shelter resident who wanted Central Civic came out seventh. A public shelter bus waited at the curb with green arrows under its wheels.

He boarded by his own answer.

Before the door closed, he gave half his remaining medicine to the former patient with the breathing scar.

"You still think I am wrong?" he asked.

"For me, yes."

"Good enough."

The bus carried him west.

The woman whose husband was at Mercy took the opposite street with two strangers.

The cook stayed on Copper Row because the basement shelter still held food. The mother with the sleeping child chose South Ward after Mira confirmed the door remained braced. Four people waited on the curb because they wanted current route facts before choosing anything.

Rina kept all four under `DESTINATION PENDING` and refused the system’s attempt to convert waiting into Central Civic.

The former patients stayed until everyone else cleared.

Twenty-one entered the lift.

Twenty-one left it.

Hana had opened burns. Pei had no skin across two palms. One roof worker’s shoulder was out. Three people from the car needed oxygen.

Iseul sent two recovered respiratory plates from Mercy. An eleven-piece carried them halfway, stopped when white paint redirected it west, and placed the boxes on a roof. Pei’s rope team lowered them to Copper Row.

The route took nine minutes longer than Central delivery.

The central route would have avoided those injuries.

It also would have chosen one destination for all of them.

Continuity filed its emergency motion before the last patient reached the curb.
