Tali put Lio’s body on the route board.

Not a name under casualties.

A location.

The fuel fire held both access stairs. River water entered through the cracked lining and carried burning film across the rails. A rescue crew reached the north service door, felt the heat through its bolts, and stayed outside.

Tali wrote their names beside the door.

"No one enters until the secondary cells read cold."

The crew chief looked at Lio’s location on his paper map.

"Could be six hours."

"Then six hours is the cost. Do not call him unrecoverable because the clock is ugly."

The crew chief drew two routes.

North service door reached the engine first but crossed the fuel channel. South pump access stayed dry and required cutting through an old flood gate. He assigned half his crew to cool the north bolts and sent the rest for a manual saw.

Their thermal camera showed one cold pocket beneath the folded deck.

Nobody called it Lio.

Nobody called it empty.

Tali marked the pocket, the fire line, each crew member, and the next reading time.

"If the north bolts drop below sixty, call me before opening. If the flood gate moves, call me before entering. Nobody gets brave in a blind tunnel because a dead officer deserves company."

The crew chief wrote her exact sentence on the door.

Recovery stayed active. Rescue did not pretend death had changed while they waited.

In the stopped source carriage, Davi laid Lio’s blue-thread card beside the flour sack.

Cassius sat against the rear wheel with one shoulder hanging low. The foundation witness had torn both hands pulling the carriage against the tunnel bed. Stone filled the cracks in its palms.

Davi opened the full-frame sequence.

Order.

Target line through his chest.

One-degree correction onto the coupling.

Caleb’s first sound.

Rina’s hands on his jaw.

Lio’s six turns.

Elara’s heel answering yes.

The shot.

He watched it once.

He vomited into the empty official source case.

Then he watched it again.

Sefa came through the carriage speaker.

"Which part belonged to her?"

Davi wiped his mouth.

"The correction."

"Which part belonged to the order?"

"Davi Sorn as target. Witness casualty authorized. Trigger pull forced."

"Which part belonged to Lio?"

"Coupling release. Staying through six turns. Source carriage out."

"Which part belonged to the dead man?" Cassius asked.

Davi looked at him.

"You just asked the same thing."

"No. You described his function."

The rear wheel creaked behind Cassius.

Davi picked up the medical card.

Lio had written coupling counts on the back because he inspected trains that did not ask permission before failing. He had cut off a support band and accepted a paper tag. He carried the source rack with open burns because full frame mattered to him after an order took his body.

"He was angry," Davi said. "He had bad hands. He hated certified routes. He hit a drone with a fire extinguisher and filled my drive bay with foam."

Cassius nodded.

"Put that before the coupling."

Davi did.

The source packet opened with Lio complaining that Davi’s alarm was broken.

It ended with the target line moving off Davi.

No music filled the gap.

The complete packet was too large for any clean civic channel. Davi broke it into rough pieces and added overlap so no cut began at a convenient moral.

Mercy received the order, the original target, and Elara’s correction.

Aldgate received Lio leaving the cab, his name, and the first four turns.

South Ward received Caleb’s first sound, Rina stopping him, and Sefa’s question.

Ninth Harbor received Elara’s heel, the last turns, and the separation bar.

Ward Nine received the shot, the stopped witness cars, and the failed recovery.

Each piece carried hashes for the frames before and after it. Anyone could see where a local copy ended. Nobody could pretend the local ending was the event’s ending.

June printed a handbill telling people which district held the next piece.

"Make them walk for the conclusion," she said. "The truth made Lio climb under a train. Viewers can cross a street."

Continuity’s caption reached the chamber first.

Rina rejected both captions from the Annex floor.

"One erases the order. One erases the body. Full sequence or no sequence."

Mira, Mev, Jessa, June, and Iseul carried Davi’s uncropped packet through their local feeds. They left the vomit, the broken alarm complaint, the six turns, and the uncertain static after Lio’s name.

Viewers argued anyway.

Some said Elara murdered him.

Some said Lio chose death.

Some said Caleb killed him by refusing the faster word.

The last accusation reached Caleb while he stood among broken recording needles.

He did not ask Davi to remove it.

Sefa stood beside Cylinder 88 with his crushed sugar tin open.

"You almost commanded her."

"Yes."

"If Rina had missed your jaw?"

"I would have finished the word."

"Would it have saved him?"

"I do not know."

Sefa rubbed the ankle the center had stored as harmless variance.

"Would you make the same choice again?"

Caleb looked at the burning tunnel feed.

"I do not know."

"Keep that answer. The Woman will offer you certainty until you are hungry enough to swallow it."

Caleb picked up one broken recording needle. Elara’s three-frame delay had scratched a bright groove down its side.

"He should still be alive."

"Yes."

Sefa gave him no sentence that made the next breath easier.

Sant called him into the hearing.

"Did you attempt a direct command?"

"Yes."

The chamber moved.

"State the command."

"I started `Stop`."

"Why?"

"I wanted Elara to stop the shot. I wanted Lio alive."

"Why did you end the command?"

Caleb looked at the white corridor glowing inside the Annex wall.

"My voice had reached the East Array. One feeder answered. Elara’s target moved back toward Davi. The command was closing the paired circuit."

Continuity counsel leaned toward his microphone.

"So you chose systemic caution over Officer Brant’s life."

"I chose without knowing if the command would stop the shot or seat the thing outside. Lio died inside that uncertainty. Do not make my answer cleaner than it was."

The counsel tried again.

"A temporary center could have guaranteed compliance."

"That is your claim. The Woman supplied the gun and also sells the cure."

Sant entered both statements.

Pike submitted from Aldgate.

His warrant slate still carried a pale stain from June’s kettle.

"Elara Voss remains capable of lethal force," he said. "Her corrections are capable of lethal force. Treating her as harmless would get officers killed. Treating the correction as the supplied target would falsify the shot."

Sovereign Safety demanded a containment warrant against Elara, Caleb, and every holder of Annex data.

Pike added one sentence to his own filing.

"Name the command source as primary liable actor or remove my statement."

They refused.

He removed it.

Two Sovereign delegates lost the officer testimony they had cited in support of final suspension.

Sant moved to amend the legal question.

Restoration objected to `danger`.

Sant kept both.

Halden’s widow changed her vote to support the amendment. She attached the old corrected record of her husband and wrote that two facts remained two facts when one was harder to campaign with.

Anika sent her vote with eleven witness statements.

The amendment passed by one.

The final vote came from the delegate who had supported suspension after Gannet Service. Lio’s full transmission reached her desk while the count remained open.

She heard him deny Davi’s request, state his wanted direction, and call the depot medic the wrong patient.

"That does not clear Elara Voss," she said.

Sant answered, "The amendment does not clear her."

"It names who supplied the shot?"

"It requires us to."

The delegate changed her vote.

The final suspension vote stalled because the old motion named Elara as sole direction source. Continuity had to refile or accept the Woman as a liable party.

The chamber clock stopped.

That was the concrete win.

Lio remained dead under the river.

The Woman entered the hearing feed.

She played the burning engine behind the same contract Caleb had refused at Gannet Service.

ONE ORDER TO LOWER THE WEAPON.

OFFICER LIO BRANT WOULD BE ALIVE.

The contract opened again beneath Caleb’s name.
