Diary of a Criminal Investigator
Chapter 985: Major Crimes Unit Case
The investigation into the Taiping Group has recently begun in earnest.
The Criminal Investigation Team in the High-tech Zone has recently handled several suicide cases, all involving individuals from the list of 72 people identified by Zhang Hui.
Lu Chuan doesn’t have detailed knowledge about the specifics of these cases.
However, Zhang Hui’s side needs some cooperation from the High-tech Zone, so Lu Chuan is somewhat acquainted with the case’s situation.
"Let the forensic doctor come over and check it. If there are no issues, proceed according to the procedure."
What Lu Chuan means by following the procedure is for the police to issue a death certificate.
Death certificates can come in many forms; the most common are the medical certificates issued by hospitals. Typically, when a person dies during hospitalization due to illness, the hospital issues a corresponding medical death certificate.
However, if the death is accidental or abnormal, a judicial department needs to issue the death certificate.
Suicide falls under the latter category.
"The deceased showed clear signs of falling from a height, and someone saw them jump of their own accord, so it should be a suicide."
Evidently, the suicide was intended to evade investigation.
Lately, Haizhou City has been anything but peaceful.
Not to mention, a deputy director of the Haizhou City Public Security Bureau and two district directors have already gone to relevant departments for investigation, and it’s said that quite a few people in the city have also been subjected to dual regulation.
This case has a broad scope, and certain individuals are involved in criminal activities, leading to arrests by the Criminal Investigation Team.
As for Li Zhenbiao’s Taiping Group Company, it’s currently untouched, but he was taken in for questioning yesterday.
Like in movies, hiring hitmen to take out police officers with money hardly ever happens in reality.
No matter how rampant or wealthy, he is but an ordinary citizen.
Moreover, in the domestic environment, hiring hitmen is inherently difficult; even assuming their existence, how many dare to target police?
A month later, the case involving the Taiping Group has pretty much come to an end.
The cases involving Li Zhenbiao are exceptionally complicated, including not just criminal cases but also bribery, intentional injury, arson, and explosion cases.
Zhang’s Stewed Dish Restaurant.
Zhang Hui, Liu Guodong, Yang Sen, Yang Lin, Old Bai, and others were present, dining together with Lu Chuan.
"Glad it’s finally resolved."
Handling the Taiping Group case took about one and a half months overall.
Zhang Hui hasn’t had much rest over the past month and a half; after confirming key evidence in the first half of the investigation, Li Zhenbiao was arrested, followed by continuous efforts to organize crime clues.
Only today has the case been wrapped up enough, prompting the group to gather for a meal.
"How was it ultimately classified?"
Lu Chuan hasn’t really followed this case; it was primarily handled by the Criminal Investigation Team, though he’s heard that many were arrested but hasn’t watched much news reports, nor has he inquired further.
"Criminal syndicate with gang-like characteristics," Zhang Hui said, "Li Zhenbiao appears to be a philanthropist, an entrepreneur, but behind the scenes, it’s debauchery and deceit."
"Earlier during our investigation, didn’t he establish an international school? That international school was a major channel for bribery..."
Zhang Hui explained how Li Zhenbiao used the international school as a means to manipulate foreign student quotas to buy off relevant officials.
"Moreover, charity; Li Jinbiao seemingly built many schools, kindergartens, and nursing homes, but in fact, these were also means of bribery for the counterpart."
Honestly, Li Zhenbiao is truly a talent.
Under the guise of charity, he established quite a number of schools, kindergartens, and nursing homes in Haizhou City, but the admissions for these kindergartens and nursing homes were restricted.
Apart from a select few lonely elders and left-behind children, the individuals admitted to Li Zhengbiao’s kindergartens and nursing homes held considerable status.
"For instance, to enroll in his kindergarten, a child must have a parent who’s a civil servant from a municipal direct unit."
Having worked as a policeman for many years, Liu Guodong seems to be hearing about such a phenomenon for the first time.
"All children enrolled in his kindergartens receive free breakfast, lunch, and dinner. Exceptional performance can even earn scholarships. Kindergarten scholarships—ever heard of that?"
"As for the nursing homes, it’s not just anyone that can get in. All admitted were retired city officials or their relatives."
This explains why Li Zhenbiao is deemed a philanthropist year after year within the city.
Because the money spent on his charitable activities was essentially used for disguised bribery, aimed at officials responsible for relevant projects, evaluations, and initiatives. Li Zhenbiao effectively cast a wide net to ensnare these individuals.
"However, the matters associated with Li Zhenbiao’s case are trivial. Given that such bribery methods are relatively covert, the gains secure are relatively discreet as well."
This is where Li Zhenbiao’s cunning lies; he utilized these methods to secure loyalty, facilitating the development of Taiping Group with metaphorical green lights.
But suggesting that he solely engaged in bribery through these methods is somewhat difficult to definitively categorize as such.
The key reason for Li Zhenbiao’s arrest is his involvement in two criminal cases and multiple intentional injury cases.
The case now involves classifying Li Zhenbiao’s criminal syndicate as an organized crime group, with him suspected of leading such an organization. Current evidence suggests Li Zhenbiao is implicated in intentional murder, intentional injury, kidnapping, and various other criminal offenses.
Time passes quickly, with the end of the year approaching, leaving only a month or two before the New Year. Lu Chuan’s attachment to the Criminal Investigation Team is nearing a year’s duration.
As for post-New Year plans, whether Lu Chuan will continue in the High-tech Zone’s Criminal Investigation Team, transfer back to the Criminal Investigation Team, or move elsewhere, he is currently uncertain.
Yet it doesn’t matter where he ends up; Lu Chuan has just one request: remain on the front lines and continue solving cases.
And just a week shy of New Year’s Day, Lu Chuan received a call personally from Li Donglin from the Major Crime Unit.
A major criminal case emerged in the provincial capital, prompting the Major Crime Unit to swiftly assemble and head over for immediate investigation.
Though Lu Chuan hadn’t heard about recent cases there, upon receiving the notification, he hurried without delay to the provincial capital.
December 24th, Provincial Public Security Bureau, Criminal Investigation Division.
The Major Crime Unit assembled once more, and upon understanding the case’s details, everyone felt a chill down their spines.
This case... is a bit insane.
