Chapter 287: Chapter 283: The Grand Defense Plan

But even so, everyone understood that this was still a remarkable achievement.

Tao Xingzhi paused for a moment before continuing.

"All construction sites are essentially operating at full capacity, twenty-four hours a day. We have three times the standard number of workers on a three-shift system. Furthermore, we are making extensive use of prefabricated materials and welded metal components to minimize concrete pouring or to implement segmental construction to avoid delays..."

"The good news is that after the initial phase of accumulating experience and resolving technical difficulties, the construction speed of these super-projects is steadily increasing, and efficiency is getting higher and higher. As long as we have a relatively stable environment next year, we will hit a peak period for final inspections on hundreds of construction projects!"

Everyone in the conference room agreed with this assessment. Given Hua Country’s current situation, coupled with deepening communications with the international community and the Dawn Association, this goal was definitely achievable as long as no major unforeseen events occurred.

"Still, it’s not enough..."

An official from the housing and construction department lamented from the audience.

It couldn’t be helped. As the world’s most populous nation, even with the hundreds of satellite bases planned for later, it would still be impossible to provide shelter for the entire population.

The top priority for protection was naturally personnel in high-tech fields and the families of combatants.

"That’s right. But since we don’t know how bad the situation will get, our first priority must be to ensure we have the ability to counterattack even in the most extreme circumstances. Besides, we do have several backup plans."

Everyone knew what these so-called backup plans were.

The "City Guard Circle Plan."

But in reality, it was just a plan to establish a dense network of defensive points around major cities, while the interiors would be periodically "disinfected" through sweeping operations.

"The City Guard Circle Plan, and its key component, developed based on all the anomalous incidents we have ever dealt with—the Mobile Assembled Defense Outpost!"

As a small aside, the concept for the mobile outpost was also discussed with the Dawn Association. After all, there were concerns during the design phase that it might be useless. The project was only officially approved after receiving a positive response from them.

Tao Xingzhi raised his voice slightly, pointing his laser pen at a piece of military equipment on the screen.

"I’m happy to report that testing for the outpost is complete, and mass production has entered the approval stage."

On the screen, the view zoomed in from a bird’s-eye perspective, revealing a modular military unit to everyone.

Each outpost is formed from five container trucks, accompanied by a heavy-duty crane.

In the 3D demonstration, each of the five container trucks also carried a small crane vehicle, allowing the outpost to be constructed through modular assembly and hoisting.

The transport vehicles were not limited to trucks; they could even be replaced with tracked vehicles. However, the modular packing would require an increased number of carriers.

Under normal conditions, assembly takes two hours, while disassembly takes half an hour at most. In an emergency, only the key weapon systems need to be dismantled, and the other components can be abandoned. This process takes less than five minutes.

Once assembled, it takes the form of a trapezoidal column. It stands six meters tall, fifteen meters long, and eight meters wide, consisting of an upper and lower level. The top and bottom are covered in metal plates, and the composite armor on all faces—front, back, top, and bottom—is 100 millimeters thick. The exterior is equipped with a high-voltage electric perimeter defense system.

Its primary armaments include two 30mm land-based close-in weapon systems on top, each with a firing rate of 6,000 rounds per minute, and two 120mm high-precision smoothbore gun turrets. It also has as many as twelve detachable and interchangeable machine gun emplacements.

Additionally, it has rocket launchers and illumination equipment, as well as ports for firing flare shells.

Each Mobile Assembled Defense Outpost is staffed by thirty elite soldiers.

Outside the outpost, depending on the situation, there would also be units such as tanks and armored vehicles.

With a click of his laser pen, Tao Xingzhi displayed a simulation of a city on the screen, its periphery dotted with a dense constellation of outposts.

Ferocious steel!

This was the first time the Mobile Assembled Defense Outpost had been presented to many of them in such graphic detail, and similar words echoed in everyone’s minds.

"Each armed outpost, under ideal conditions and with support from other short- and long-range air and ground military forces, can control a two-kilometer area..."

At this point, Tao Xingzhi paused.

"This is far more reliable than foolishly building walls!"

This issue had been discussed long ago. Building walls would be a megaproject potentially far exceeding the scale of the current base construction. Its sheer length would make concealment impossible, and the number of troops required to defend such a wall would be astronomical.

And that was just for a single city. If the wall were breached, it would be a disaster—the whole thing would be for nothing.

The advent of the Mobile Assembled Defense Outpost was, therefore, the best option.

Its mobility allows for the rapid establishment of a defensive perimeter around a designated urban area. It can also be deployed over long distances to critical zones to establish a fire blockade as the situation changes.

By arranging them in overlapping, triangular formations in areas that need defending, they can create a wall of fire, greatly reducing the strain on manpower.

Most importantly, they can be produced covertly and stockpiled in sufficient numbers around and even inside cities ahead of time.

After saying all this, Tao Xingzhi let out a long sigh of relief.

He habitually reached for his pocket.

’I could really use a smoke...’

Everyone present, whether they were leaders or regular agents, Evolvers or non-Evolvers, could feel the power emanating from this weapon.

Once the room quieted down a little, Tao Xingzhi continued.

"Additionally, besides our regular recruitment efforts, the recall of age-eligible veterans will begin once our overall preparations exceed seventy percent completion. At that time, if the Dark Tide has not yet shown signs of a full-scale outbreak..."

At this, Tao Xingzhi smiled.

"To maintain social stability as much as possible, the World Alliance will stage a grand play. It will basically be a standoff where international conflicts are on the brink of escalating into war. Using this as a pretext, the World Alliance member nations will recall their age-eligible veterans and conduct large-scale military training."

This was one of the few moments in the meeting that brought a smile to everyone’s faces. No matter how dry the joke was, it was at least a chance to relax their facial muscles.

The presentation then shifted to matters concerning Evolvers.

Currently, the Special Security Team had recruited about thirty Evolvers from the military and civilian populations. This number did not include Liu Yue and the few others who were in the process of awakening due to the Philosopher’s Stone. Most of them were children or young adults; there were almost no elderly among them.

Although the number seemed small, it was still showing a clear upward trend.

Those in the military were discovered early through regular screenings. Civilians, on the other hand, were mostly discovered after they sought medical checkups in a panic due to unusual changes in their bodies, after which the Special Security Team would pay them a visit.

Through this process, the Special Security Team discovered a pattern. If a normal person made the visit, it usually took a lot of explaining. But if an Evolver like Huang Jiutian went, things became rather dramatic.

The long, complicated explanations could be skipped. Simply telling them, "We’re the ’Dragon Team’ from the novels," worked every time, and most recruits were even excited about it.

Furthermore, public education on safety and evacuation procedures would be rolled out at the appropriate time. It would be disseminated through schools, companies, community centers, television, and other channels, with the rollout priority adjusted as needed.

After covering all domestic matters, Tao Xingzhi finally brought up the previous "Sea God’s Fury" incident in Japan.

After once again emphasizing the importance of communication with the Dawn Association, they all expressed their relief that an Extraordinary Influence existed on Earth. Even though their current cooperation wasn’t particularly close, its existence provided a significant boost to their confidence, with the Battle of Kyoto being a prime example.

The entire meeting, it could be said, was a summary and an extended report on new plans. It allowed the key departments and personnel involved in Hua Country’s national defense preparations to have a clear understanding of the country’s current readiness.

It served as both reassurance and a call to action. Some high-ranking leaders who couldn’t attend in person watched a live feed, while for those who were completely unavailable, a special recording would be made for them to watch when they had time.

Unbeknownst to the general public, the super-machine of the state was already operating at full power in secret, launching the largest-scale military preparations since the nation’s founding for the great defense plan.

The United States, the United Kingdom, France, Russia, Wu Country—all the member nations of the World Alliance were relentlessly working on their own summaries and preparations, sharing information and learning from one another.
