Chapter 1563 - 1538: Merging Sixty Cities, Forming a Nation

Yang Xiao had Flying Tiger lead twenty thousand guards, replacing Ao Litai's original defense team of over twenty thousand guards at Sky Tiger City.

"General Ao Litai, you will lead the old troops and form a fifty-thousand strong army alongside Black Wood's guards. Black Wood will be the Great Captain, and you will be the deputy captain. You are to visit the thirty-two cities under your command and announce that from now on, all these cities are under my dominion. If anyone is dissatisfied, eliminate them without hesitation."

"Yes."

Yang Xiao spoke to Xing Zhe:

"Brother Xing Zhe, I need your strength on this mission. Follow Black Wood's army, and with you, a Emperor Level Middle Stage Realm warrior, overseeing things, I can rest assured."

Xing Zhe laughed and said:

"It's my honor to work for Brother Yang."

Ao Litai, Black Wood, and others were initially worried because the thirty-two cities below were quite powerful, with each city having 2-3 Emperor Level Realm warriors. Given that Ba Tianhu had died, many were contemplating becoming kings themselves and might not follow Yang Xiao's orders.

However, with Xing Zhe, an Emperor Level Middle Stage Realm warrior, overseeing, it would naturally intimidate opponents. Even in combat moments, Xing Zhe could provide substantial help.

Yang Xiao glanced at Ao Litai, then smiled and said:

"I know the City Lords below are not very obedient. So, Second Master, Third Master, you two were once the top experts of the Dark Web. Accompany Black Wood's army below; I want to see who dares to oppose."

Upon hearing this, Ao Litai laughed and said:

"With Xing Zhe, Second Master, and others assisting, those City Lords are sure to flee from terror. Anyone not showing sense will be immediately executed."

Black Wood, leading the army, left Sky Tiger City. Along their journey, the City Lords had already received the news—such formidable combat power from an Emperor Level Middle Stage Realm warrior and dozens of Emperor Level Primary Level Realm warriors with fifty thousand elite troops. No City Lord would want to court death.

Furthermore, Yang Xiao and Mr. Master from Dark Web, two Emperor Level Middle Stage Realm warriors, sat overseeing Sky Tiger City, adding to the intimidation.

Black Wood's army moved smoothly, reclaiming all the cities as everyone expressed their loyalty to Yang Xiao.

Black Wood laughed and said:

"Don't just say nice things. The leader has given orders: the immediate family of the thirty-two City Lords can only keep their wives by their side. Parents, children, siblings, and close kin within three generations must move to Sky Tiger City immediately."

"General Black Wood, can there be some flexibility here?"

"Of course, but then you won't be a City Lord anymore, and wouldn't need your family to relocate to Sky Tiger City. Rest assured, the leader will take good care of your family, ensuring they don't suffer grievances."

Everyone reluctantly sent their children, parents, siblings, and others to reside in Sky Tiger City.

Yang Xiao had already planned areas here, deploying Fourth Master from Dark Web to lead former guards to monitor their actions.

The relatives of the City Lords could move freely within the city but were not allowed to leave Sky Tiger City indiscriminately.

Yang Xiao then entrusted the management of Sky Tiger City to Flying Tiger, Fan Chen, Wanyan Bai, and Fifth Master and others.

"Following the model of the City of Hope, plan and build Sky Tiger City well. Quickly go to City of Hope and call Ma Kui over; our trade caravan now has great use—sixty plus cities, nearly ten million population, and a sufficiently large market."

Flying Tiger said:

"Leader, what about the Wind Eagle trade caravan?"

"Once our own caravan is entirely established and sufficient to supply our sixty-plus cities, then we can completely squeeze Wind Eagle's trade caravan out of our territory,

humph, Wind Eagle's trade caravan, I have spared them from total annihilation, which is benefitting them."

In about ten days, Black Wood and others reclaim all thirty-two cities, with the families of the City Lords relocated to Sky Tiger City.

Everything was progressing orderly.

Yang Xiao convened a small internal meeting attended by the core members including Xiao Qingliu, Black Wood, Flying Tiger, Ao Litai, Fan Chen, and dozens of key figures.

"I have an idea: to interconnect the thirty-two cities under Sky Tiger City with the thirty cities under City of Hope, collectively establishing a new kingdom—what does everyone think?"

Upon hearing this, everyone immediately became excited.

"Great, leader, linking over sixty cities into one, you would become the undisputed first overlord of Central Continent."

"This is a spectacle never seen in Central Continent in thousands of years."

"Leader, this is a great proposal. I've long wished to suggest this to you."

...

Everyone discussed enthusiastically and expressed agreement.

Yang Xiao said:

"This is not merely a simple union, but the establishment of a modern country — to unify the army, coordinate tax and fiscal arrangements, establish a Genetic Evolution Academy, infrastructure, agricultural production, create factories, establish our Genetic Potion production facility, craft Magic Weapons, produce Healing Pills, etc.,

we need to establish a truly national system, no longer relying on cities outside Central Continent, fostering our own talents, building a robust guard force, strong enough to compete with any group on Dwarf Star."

Upon hearing Yang Xiao's description, everyone was filled with passion.

Previously, people like Ba Tianhu only knew how to occupy territories and engage in internal strife. How could they have Yang Xiao's magnificent ideal and planning?

Xiao Qingliu, with admiration, looked at Yang Xiao.

Yang Xiao's ideals, plans, actions, all surpassed what Xiao Qingliu had envisioned while in Dark Web.

Seeing everyone's excitement, Yang Xiao added:

"And this is far from enough; this is merely a mid-short-term plan. My ultimate goal is to unify the entire Central Continent, forming a mighty nation,

here, we eliminate tribal distinctions, everyone becomes a part of this nation, all are equal, earning their living, coexisting peacefully, united and assisting each other."

The entire venue fell silent, everyone looked at Yang Xiao, their hearts stirred.

What Yang Xiao spoke of was the dream of everyone yet seemingly unachievable.

Central Continent is deemed as Dwarf Star's abandoned land, where criminals from various tribes have been exiled for thousands of years, left to fend for themselves.

A place filled with death, deceit, cunning, despair, and helplessness.

Never had it been as bright as under Yang Xiao's leadership today.

Everyone felt their breathing had lightened considerably.

Mr. Master Xiao Qingliu said:

"Yang Xiao, what are your plans for dealing with Guo Jianglong and the pangolin?"

"Dealing with those two isn't difficult, it's just that I've recently acquired Sky Tiger City and need time to solidify my rule, lay a strong foundation. Once we've established the new nation and steadied ourselves, then we'll find opportunities to deal with Guo Jianglong and the pangolin."

Half a month later, Sky Tiger City organized a grand meeting; the entire city was jubilant and bustling.
