Chapter 527: At The World Council Summit [I / Bonus Chapter]
In Blessed Land, he was the Captain.
To Thor, he was the brat with the Gold Core and to the global streaming networks, he was a shadowy female phantom Lord named Vespera.
...But out here, under the unforgiving bureaucracy of the mortal plane, he was Silas Graves.
A sudden intense heat bloomed in Aki’s cheeks as she turned her face toward the dark windows with a soft helpless flush spreading all the way to the tips of her ears.
’Silas Graves, huh?’ she thought, her fingers subconsciously rising to trace the star-iron diamonds against her throat. ’Sounds... remarkably cute.’
"Highness?" Mira asked, looking up from the console.
The maid’s eyes widened slightly as she caught the unmistakable pink glow on the Princess’s porcelain face.
In eight years of service, she had seen suitors from everywhere... corporate heirs with personal war fleets, celebrated high-tier prodigies and so many more offer their names and titles to the First Princess and she had watched her mistress dismiss every single one of them with cold bored detachment.
They looked at her weirdly after that, why should she have a choice? She was an Unawakened after all...
Now, looking at a common name on a financial terminal, the First Princess of the World was blushing like a schoolgirl behind her sleeves.
"Execute the transfer, Mira," Aki said quickly, clearing her throat to reassemble her dignity. "And ensure the transaction log is scrubbed from the local cache... If my brother’s auditors attempt to trace the outbound flow, I want them chasing ghost servers or whatever."
"Right away, Highness," Mira replied, though a small knowing smile tugged at the corner of her mouth as her fingers confirmed the order.
’It seems my Princess has fallen in love...’
PING!
[Transaction Complete. 20,000,000 Spirit Credits Dispatched.]
Aki looked back out into the rain.
Somewhere across the world, in the city where he stayed or deep in the dark valleys of the Umbral Basin, Silas’s phone was chiming.
’We are even on the ledger, Lord Silas,’ she thought, her lips curving into a soft smile. ’Which means the next time I cross your gate... it won’t be on business.’
...
[A Few Days Later — Valoria City]
The morning light broke over the spires of Valoria City in a sharp blinding haze of pale amber and cold silver.
It was a noisy restless dawn.
The sky above the metropolis was crisscrossed with high-altitude security corridors, marked by the pulsing neon beacons of anti-air battery platforms.
Armored transport skiffs bearing the heraldry of planetary embassies cut through the smog, escorting dignitaries toward the central orbital lifts.
Today was not an ordinary date on the civic calendar.
Today was the convening of the World Council Summit... the single most publicized diplomatic assembly of the decade!
The sitting presidents and heads of all nine surviving global territories were converging upon the neutral perimeter to negotiate the shifting geopolitical boundaries of the post-calamity era.
In the upper residential wing of the Whitmore estate, the silence was a bit weird.
Penelope Whitmore yawned, a small sleepy sound that ruffled her dark purple bangs.
"Haahh..."
She pushed the heavy silk duvet off her legs, rubbing her eyes with the cuffs of an oversized pastel nightshirt.
She padded barefoot across the plush carpet to the floor-to-ceiling bay window overlooking the southern manicured gardens.
Below, private security detachments clad in the silver-and-amethyst armor of House Whitmore patrolled the perimeter walls with heavy mana-rifles with their hounds sniffing the iron railings.
Valoria was humming like a disturbed hive.
’Nine countries...’ Penelope mused, leaning her forehead against the cool glass.
Her history tutors had made her memorize the maps until her eyes bled.
Decades ago, before the first dimensional fractures ripped through the earth’s crust and the Sovereign Realm spilled its horrors onto mortal soil, the world had been different.
There were dozens of nations, sprawling continents with names that only existed in antique atlases now but when the sky tore open, entire landmasses had sunk beneath boiling seas or shattered into monster trenches.
If not for the Supreme Royal Family constructing the colossal Suppression Engines to stabilize the tectonic shifts, human civilization would have been snuffed out entirely.
Today, only Nine worldly powers remained.
’The United Hegemony of Shogya, the Sun-Crown of Khemet, the Albion Concordat, the Republic of Columbia, the Tsardom of Borealis, the Continental Directorate of Europa, the Federal Union of Amazonia, the Indus Sovereignty, and the Dominion of Australis.’
Penelope stretched her arms over her head with her purple pigtails flopping against her shoulder blades.
"Big Sister?" she called out, stepping through the doorway of her bedroom into the long, vaulted corridor.
Her bare feet made no sound against the polished parquet floor.
The morning was unusually quiet.
Usually, by this hour, the mansion was filled with the rhythmic clatter of training blades from the courtyard or the dry continuous murmur of Harper reviewing something or watching TV.
"Harper?"
Penelope descended the sweeping marble staircase into the grand entrance foyer and near the heavy, iron-reinforced double doors of the estate, a figure stood motionless.
Harper Whitmore stood in her travel clothes.
She wore a tailored charcoal overcoat cut close to her athletic frame, high combat boots laced with silver thread, and a dark leather travel bag resting beside her heel.
Her signature purple hair was tied back in a severe functional braid, and her wire-rimmed glasses rested high on the bridge of her nose as she had her gloved right hand pressed flat against the dark oak of the door but she wasn’t moving.
She was just standing there, staring at the grain of the wood.
"Big Sister!" Penelope smiled, jogging across the foyer flagstones with her pigtails bouncing. "Where are you going so early? The Summit feeds are starting in an hour! I told the kitchen staff to make the berry pastries you like—"
Harper didn’t turn around.
The silence that followed was suffocating, it was like the dead unnatural vacuum of a frozen lake.
Penelope skidded to a halt four paces back, her slippers catching on the rug as her smile slowly faltered.
"Harper...?"
Very slowly, Harper’s head tilted to the side.
Her shoulders were rigid, her posture locked in an unnatural alignment that looked alien to the graceful stance she usually held.
"I have a business meeting," Harper said and the voice made Penelope’s stomach lurch.
It was Harper’s voice... it carried the sweetness of House Whitmore’s head yet it was stripped of all inflection.
It was flat and monotone.
It sounded like words being read aloud by someone who had never heard human speech before, each syllable dropping like lead buckshot into the quiet foyer.
"A... a flight?" Penelope whispered, her brow furrowing in deep instinctual unease. "If you had a flight out of Valoria today, why didn’t you tell me last night? The entire city’s airspace is locked down for the Summit escorts! Nobody can get clearance unless—"
"It is urgent," Harper cut in as she gripped the brass handle of the front door, pulling it open.
A gust of cold morning wind whipped into the foyer, carrying the scent of rain.
It was really going to rain today.
Penelope took a step forward, her hand reaching out instinctively.
"Harper, wait! Who are you meeting? Where are you going?!"
Harper paused at the threshold.
She did not turn her torso, she merely rotated her neck over her shoulder, looking back at her younger sister.
"I am going to Khemet," Harper said.
Her voice dropped, carrying a chill that seemed to vibrate against the floorboards. "Do not speak of this further."
Penelope froze mid-stride with her breath seizing violently in her throat.
Behind the clear glass of Harper’s wire-rimmed spectacles, her eyes were wide. Her deep purple irises... the proud mark of the Whitmore lineage were not glowing with their usual electric violet mana.
Deep within the pupils, swimming beneath the surface like drowned serpents, was a hypnotic emerald-green light.
’Ah...’
The temperature in the foyer seemed to plummet to absolute zero as the hair on Penelope’s arms stood on end and an overwhelming wave of pure terror paralyzing her limbs.
She couldn’t breathe and she couldn’t swallow. Every survival instinct hardwired into her mortal DNA screamed at her to drop to the floor and play dead.
Harper’s mouth curled into a twitch that resembled a smile then snapped back to stillness.
SLAM!
The heavy oak door slammed shut and the brass lock engaged with a deafening click that broke the trance.
Penelope dropped to her knees on the cold flagstones, clutching her ribs as air rushed violently back into her lungs.
She was trembling so hard her teeth clattered together with cold sweat drenching the collar of her nightshirt.
’That wasn’t her,’ Penelope thought, tears of pure terror welling in her eyes as she stared at the closed door. ’Her voice... her eyes... that wasn’t Big Sister.’
Penelope scrambled to her feet, stumbling across the foyer rug, her hands shaking violently as she bolted toward the grand staircase.
’She’s gone... She’s going to Khemet, and she isn’t in control.’
She reached her bedroom, throwing the door open and diving across the floor toward the nightstand where her phone lay.
Her fingers were slick with sweat, slipping twice across the glass screen before she managed to enter the password.
’Who can I go to...? Call the police...?’
Would they believe her or worse yet, would they be able to stop her? They would need protocols.
There was only one person she knew who didn’t care about noble protocols.
’Someone who can beat Sis too...’
Penelope dialed Lia’s number.
’Silas... Lia’s big brother... please pick up!’
[The World Council Summit — The Citadel of the Outer Threshold]
The Summit was not held within the borders of any of the nine nations.
It took place on the Citadel of the Outer Threshold... a massive artificial island-fortress constructed fifty leagues off the western continental shelf, anchored directly over the primary convergence nexus of the planetary Suppression Engines.
The sky above the island was a sterile featureless grey, scrubbed clean of clouds by high-tier atmospheric stabilizers.
Four concentric rings of automated naval battle-platforms patrolled the black oceanic swells below, while squadrons of military skiffs carved precise patrol grids through the restricted airspace.
No commercial vessels were permitted within a hundred miles as only craft bearing the verified diplomatic transponders of the World Council or the heads of state were granted descent vectors through the kinetic barrier domes.
At the center of the island rose the Grand Assembly Spire... a brutalist monolith of white titanium and black granite that soared three hundred yards into the heavens.
A sleek black-and-gold imperial limousine bearing the twin-headed eagle crest of the Supreme Royal Family glided across the elevated causeway, coming to a halt before the monumental marble staircase leading to the grand entrance.
The rear door opened, and Aki stepped out.
She wore a ceremonial gown of deep midnight-blue velvet, trimmed along the hem and collar with understated silver thread.
The high rigid collar framed her neck with imperial dignity, while the star-iron necklace rested securely beneath the fabric, invisible to the scanning arrays of the perimeter guards.
Her royal-blue hair was styled in an immaculate low chignon secured by twin silver pins, and her silk fan was tucked neatly into the sash at her waist.
Flanking her side was Mira, carrying an official diplomatic portfolio with her posture straight and her eyes forward.
Aki looked up at the colossal titanium pillars of the entrance.
’The highest point of authority on the planet,’ she thought, feeling the low-frequency hum of the massive Suppression Engines vibrating through the soles of her shoes.
The World Council operated in the shadow of the Supreme Royal Family.
While the King and Prince held sovereignty through their stewardship of the Engines, the Council itself managed the daily administration, trade routes, and military resource allocations of the nine surviving territories.
Its membership was an exclusive terrifying circle... mostly composed of ancient Lords who had lived over a century, their lifespans stretched by high-tier cores, supplemented by the matriarchs and magistrates of the highest noble clans, such as House Bloom.
Aki ascended the marble steps, her boots clicking in a steady rhythm.
"Halt."
Four World Council Enforcers... towering men encased from neck to toe in ivory-white kinetic power-armor, carrying heavy disruption polearms stepped forward, their visors glowing with pale amber scanning beams.
The leading enforcer scanned the biometric cipher on Aki’s wrist.
BEEP!
[Clearance Verified: First Princess of the World.]
The enforcers retracted their polearms, stepping aside with crisp precision.
"Welcome, Your Highness," the guard intoned through his vocal synthesizer. "The main assembly chamber remains restricted until the arrival of the Sovereign Heads... You are directed to the Grand Rotunda Lounge on Tier Three!"
"Understood," Aki replied and she swept past them into the grand foyer.
The interior of the Citadel was an overwhelming monument to concentrated wealth and power.
Vaulted ceilings thirty paces overhead were inlaid with massive mosaics of compressed mana-crystals, casting a brilliant warm luminescence across acres of polished white marble.
Statues of the ancestral Lords who forged the early border pacts lined the wide corridors, their stone eyes staring down at the arriving delegates.
Aki took the private anti-gravity lift to the third tier, emerging into the Grand Rotunda Lounge.
The room was vast, an open-concept room lined with velvet couches, floating crystal bars, and panoramic floor-to-ceiling viewports overlooking the stormy black ocean below.
The lounge was already populated.
