Pan’an stared wide-eyed at Lin Miao for a long moment, finally saying angrily,
"You people are really full of devilish plots, even donating money has to be so conniving! Is it really that hard to be a good person once?"
Pan’an finally understood why so many people were unwilling to live in the city and instead opted to become wanderers.
Money clearly meant for aiding veterans was instead being used by these people to fatten their wallets. Not just making money, they want the veterans’ lives!

Lin Miao was actually giving these enterprises some face; there was more he hadn’t said in front of Pan’an.

Pan’an sat powerlessly in the chair, deeply missing the days when she knew nothing.
Realizing she couldn’t change the current situation, knowing whom to rebel against made merely knowing more painful. At least before, she could feign ignorance and speed across Evil Land, swearing.
Since arriving here, her accustomed violence and drive became entirely meaningless, solving no problems.

Lin Miao got up, pulling the despondent Pan’an along to leave the office.
"Remember what I told you? Our strength isn’t in these companies; the key to solving problems and victory lies with those who failed in the struggle and the people at the bottom."
"I think they’ve waited long enough, today is their only weekend."
"Who?"
"Walt, didn’t I leave you his number?"
"Ah! Damn it, I thought that was a spam call."

Since the program aired three days ago, Walt had been eagerly waiting.
He spent his last money to take a bath, tidy his hair, and buy a pair of shoes, then in bars and on the streets, he inquired about fellow wanderers who were similarly laid off by the companies.
He then compiled their details and contact information into an archive email and sent it to the assistant number Lin Miao gave him, always ready to receive that important person’s visit.
But the number provided never returned his call; though he knew it might have been a casual remark from Lin Miao, perhaps long forgotten, it was Walt’s only remaining chance, and if he didn’t seize it, it was a dead end.
But fate was cruel; he wandered Detroit’s streets for three days without hearing back from Lin Miao, and even his pair of shoes was stolen.
This was not good news.
Because once a homeless person loses their shoes, it means they can’t leave the district, essentially making them a reserve target for certain groups, being targeted.
Walt had witnessed firsthand how another shoe-less wanderer was captured in panic.
In such overwhelming despair and fear, he was restless day and night, unable to sleep at night, only able to curl under a pole’s dim light, staring wide-eyed at the omnipresent darkness on the streets.
Walt knew that monsters that feed on men lurked in that darkness, watching him.
Another sleepless night passed
Both mentally and physically, Walt was reaching his limit. He sat on the ground hugging his legs, humming tunes from parched lips unstirred by a drop of water, tunes he couldn’t remember where he heard, even when daylight came he didn’t react.
Watching his own death gradually approaching, that feeling drives people mad.
In such hopelessness, a phone call suddenly came in, the number he memorized countless times shone like dawn in his darkest hour.
He jolted off the ground to answer.
"Mr. Walt, thank God."
On the other end of the line was Lin Miao’s apologetic voice.
"I’m sorry for not returning your call, it was my assistant’s failure at work, I apologize on her behalf."
"I’ve seen the archive you sent, it’s very well done, thank you very much."
Though Walt was nearly going mad, his remaining sanity allowed him to respond calmly.
