Chapter 63: Kumogakure 

Konoha prepared a formal reception at the main gate while ANBU watched from concealed positions. The Kumogakure delegation appeared on the road in a tight group, every envoy armed and heavily built. 

"Remain alert," one ANBU whispered. "Cloud recently attacked the mineral route between the Lands of Fire and Iron. This alliance may conceal another operation." 

"The possibility is real, but Hokage-sama ordered us to receive them without provocation." 

Another operative struggled to conceal his anger. "They damaged a route essential to Konoha's weapon supply. Why invite them inside instead of answering the attack?" 

No one offered a reply. Their assignment was observation, not policy. 

The Cloud shinobi assessed Konoha as they approached. The village occupied the fertile heart of the Land of Fire, an advantage some of them regarded with open resentment. They had also received word that Kawasuke and Akaga Sōji died during the failed border operation. 

"Who killed them?" one envoy asked quietly. "Kakashi of the Sharingan? Shisui of the Body Flicker? An ANBU unit reporting directly to the Hokage?" 

"Two jōnin named Shirakumo Hayama and Tobitake Tonbo. They were accompanied by a chūnin and a child." 

The answer drew a reluctant acknowledgment of Konoha's depth. It did not weaken their purpose. 

"Complete the mission," their leader warned. "Whatever strength they possess, our village will benefit if we succeed. Konoha's reception team is near. Say nothing more." 

At the Analysis Team, Tonbo worked through the records left by Inoichi. He wanted to understand every responsibility of the office well enough to identify which work required his judgment and which could remain with experienced subordinates. 

Daily summaries were the simplest part. The difficult work lay beneath them: tracking changes in enemy techniques and ciphers, comparing intelligence recovered from bodies, identifying the strengths and weaknesses of unfamiliar ninjutsu, and turning small discrepancies into useful predictions. 

Economic behavior mattered as much as battlefield reports. A sudden purchase of metal, medicine, preserved food, or animals could indicate mobilization. Falling prices might reveal a surplus, disrupted route, or deliberate attempt to conceal preparation. None of those facts proved intent alone; the Analysis Team existed to assemble them into probabilities the Hokage could use. 

The workload was less physically exhausting than patrol and far more complicated than it appeared. Fortunately, Tonbo trusted his own mind. 

He wondered how the negotiations were progressing. The visit remained fixed in his memory because of what followed, and part of him wanted to know what Hiruzen truly thought when Konoha eventually surrendered Hizashi Hyūga's body. 

Three days of negotiation produced an alliance in name and a nonaggression agreement in substance. Both villages promised restraint while preserving enough ambiguity to abandon the pact when their interests changed. 

The discussions covered patrol boundaries, merchant protection, treatment of captured shinobi, and channels for resolving future incidents. Every clause carried memories of the recent border attack. Konoha wanted stability without admitting weakness; Cloud wanted access and concessions without accepting responsibility for Kawasuke's operation. 

Hiruzen invited clan heads and senior departmental leaders to the signing. Tonbo attended because his new office made him one of them. 

He found the ceremony painfully dull. Promotions and diplomacy had consumed most of the time he intended for auditory-genjutsu research. His current work could already alter what a target heard; a few uninterrupted months might let him create any sound the victim expected. 

Sound-based genjutsu extended beyond techniques delivered through music. A visual trigger could make the mind invent a voice, footstep, or command. An actual sound could carry chakra that changed sight or touch. The senses formed an interconnected system rather than separate paths. 

"Konohagakure and Kumogakure hereby enter an alliance," Hiruzen announced. 

The ceremony ended. The envoys were scheduled to depart the following day. 

That night, while Tonbo slept beside Ayame, the event he remembered took place inside the Hyūga compound. The head of the Cloud delegation attempted to abduct Hinata, heir to the main family. Hiashi Hyūga intercepted and killed him. 

By morning, tension had seized the village. 

Cloud denied the kidnapping attempt and accused Konoha of staging the alliance to lower its guard, murder an envoy, and extract Kumogakure intelligence from the corpse. The delegation presented outrage as certainty and threatened renewed war unless Konoha delivered the killer's body. 

Konoha could expose the contradiction but not eliminate the military threat behind it. The dead envoy had entered the Hyūga compound, yet Cloud controlled what its own leaders would admit. Proof persuasive inside Konoha would not force the Raikage to abandon a demand designed to extract the Byakugan or create grounds for war. 

The final settlement followed the history Tonbo knew. Hizashi, twin brother of Hiashi and member of the branch family, died in his brother's place. Kumogakure received a body whose Caged Bird Seal protected the Byakugan. Konoha avoided immediate war at the cost of a loyal shinobi and another wound within the Hyūga clan. 

At the funeral, Neji stood before his father's portrait with his fists clenched. Grief hardened into the belief that destiny had condemned the branch family from birth. Hiashi arrived with Hinata and placed funeral flowers before the memorial, unable to undo what had been chosen. 

Senior officials across Konoha called the outcome regrettable. The word did little for the child who lost his father. 

After the Cloud delegation left, Hiruzen summoned Tonbo. 

Weariness showed in the Hokage's face. "The village is establishing a formal barrier-development unit around your work. You will lead it in addition to the Analysis Team." 

"Understood." 

The timing suggested that the Hyūga incident had renewed Hiruzen's interest in systems capable of detecting and preventing covert entry. Tonbo had not devoted his full schedule to barrier ninjutsu during the border assignment, but intermittent thought had refined Sealed Horizon Barrier and its possible village-scale applications. 

A functioning network could do more than raise a wall. It might distinguish authorized chakra signatures, record the route of intruders, isolate compromised districts, or alert defenders before a kidnapper reached a clan compound. The incident demonstrated exactly how costly a single unnoticed movement could become. 

A second position meant more work. It also meant mission pay, resources, and greater control over projects that could keep him inside Konoha. Both of his offices reduced the likelihood of long deployments and allowed more time near Ayame and their child. 

Tonbo accepted willingly. 

"There is another matter," Hiruzen said. "Your present ability justifies access to the genjutsu you requested. I approved the application." 

Tonbo's smile appeared at once. "Thank you, Hokage-sama." 

"Bringer-of-Darkness is dangerous. Do not force your progress." 

Tonbo acknowledged the warning while privately assuming his talent would make it unnecessary. 

He left the office and closed the door with unusual care. 

Alone, Hiruzen looked older than he had during the ceremony. Ten years earlier, he might have answered Kumogakure's pressure with force. Now Konoha was still recovering from the Third Shinobi World War, and the Land of Fire's officials would not support another conflict that could destroy the stability civilians had only begun to regain. 

He needed the next generation—shinobi like Tonbo—to become capable of carrying the village before its enemies decided recovery had made Konoha dangerous again.
