The order was not chronological. It ranked future functions by how much equipment the ministry could avoid buying.

The ledger priced each saving and assigned the body function before a current worker existed.
Aren turned page seven.

All sixteen braces had reached Cairo before the night survey. Twelve continued north under ministry guard.
The shortage was a choice.

Miri remembered workers digging that trench after the payroll merger.
"They told us it carried storm runoff. It never rained enough to fill it."
Sefa asked who lived west.

Miri’s memory held market bells on still nights and smoke beyond the ridge. Water carriers traded bread there before guards closed the path.
