Elara used her first free breath on the wounded officer.

She turned away from Caleb, crossed the flooded track, and knelt beside the man whose support band had taken a strip of wrist.

"Pressure higher," she told the depot medic. "Artery is intact. Contact burn under the thumb."

The medic adjusted the wrap.

Elara looked at the officer.

"You chose removal?"

He nodded against the platform wall.

"Keep the paper tag. Do not let them replace it with a white band."

Her control strip hung loose at her throat.

Kim’s correction filter printed across a broken station kiosk.

The Woman had given them proof.

Proof was part of the sales pitch.

Elara checked it herself.

Two fingers to her throat. One hand against her lower ribs. She took four breaths at four different lengths, then held the fifth until the depot medic told her to quit showing off.

"Diaphragm local," Elara said. "Jaw local. Right hand local. Left shoulder hurts before anyone asks."

She touched the black strip.

"Removal?" the medic asked.

"It will close my airway if the pause ends while you cut. Leave it."

She gave the answer before looking at Caleb. Her first free decisions belonged to her own body and the bleeding man beside her.

Kim’s filter added the uneven breath lengths to its trace. None matched a field count.

The pause was real.

So was the hand waiting over its switch.

The station clock showed fifty-nine minutes and forty-two seconds.

Small text appeared beneath it.

Elara stood.

She faced Caleb across brown water and a rifle bent around a post.

"Did you say it?"

"Which part?"

"I want you."

He could hear the rainwater draining from her coat. He could hear the injured officer trying to breathe around pain. Every public microphone in Gannet Service waited for a sentence it could sell.

"Yes," Caleb said. "I said I want you. I said the offered version of yes was worthless."

Elara’s mouth moved at one corner.

"Good."

"Good which part?"

"You wanting me."

Ten seconds.

She walked toward him.

Caleb stayed where he was. The water reached halfway up his boots. Blood from his scalp ran behind one ear and stopped at his collar.

Elara raised her right hand.

"What do you want?" he asked.

Her fingers opened.

"I want..."

The verification clock reached zero.

The black strip tightened.

Elara’s breath stopped in the middle of the word. Her wrist turned with the field order, palm aligning to Caleb’s silver hand.

He lowered his arm before the circuit found the gap.

Her eyes stayed on him.

"Direction unclear," Rina said over the station speaker. "Contact stops."

Caleb stepped back.

The Woman printed one line beneath Elara’s unfinished answer.

Elara’s body followed the leash toward him.

Caleb moved behind the bent rifle post. The obstacle forced her wrist to change angle and kept their hands apart.

"You gave her eighteen seconds so I would hear half a sentence."

The station screens opened the temporary center contract.

There it was.

Elara would get her body for an hour. The Woman would get the city through Caleb. At the end, the leash returned.

Restoration filed support before Sant finished reading.

Its feed put Caleb’s feeder kill behind the offer. The white route paint remained on his face. Elara’s unfinished reach sat beside it.

Marn Pace entered the contract under the party post without commentary.

She highlighted three lines.

The party whip removed her posting access.

Marn sent the same image through June’s front-door relay.

June added a handwritten note.

Lower-sector mirrors carried the question without Caleb’s picture.

Mira Sol answered from the South Ward window.

"My old landlord used to unlock the heat for inspection day. He called that proof the building was warm."

Mev Holt answered from Bay Twelve with her father’s struck-out claim behind her.

"A borrowed hour is still borrowed. Ask who can take it back."

Jessa Venn held up an emergency support band inside a clear evidence bag.

"This device can move an injured officer toward care. It can also walk him into a gun. The useful part is real. So is the owner."

Restoration’s support count dropped by two.

Continuity gained three votes from districts whose rescue boards still showed the negative arrival coordinate. Their delegates said one bounded address was worth one dirty hour if the outside respondent returned.

Fear had evidence too.

Continuity answered that one hour of stable center routing could protect millions.

Sovereign Safety called the offer proof that Caleb’s intimate attachment created a civic vulnerability.

The Mitsurugi Bloc offered an armed neutral room for the contact hour.

The Furuhashi Bloc offered a private relay with independent data custody and four pages of fees.

Guild hardliners proposed striking every route that accepted Caleb as center.

Nobody asked Elara to finish her sentence because the Woman held the switch that let her speak.

Sefa took the Gannet Service feed.

"The offer says her answers inside the hour are hers. It says Caleb chooses whether the hour exists. Those are separate directions."

The Woman replied through the kiosk.

Sefa rubbed his left ankle through his sock.

"That sentence is the leash with better lighting."

The offer clock passed fifty-eight minutes.

The depot medic moved the injured officers toward the service stairs. She asked each one before touching a support band. Two wanted the devices cut. One wanted his left on until his damaged leg reached street level.

The fourth could only point, so she offered two paper cards and waited for the finger.

Caleb helped lift without giving a direction.

Elara’s weapon tracked him as the field order pulled her toward the far exit.

He watched the control strip steal the rhythm from her steps again.

He wanted the room.

He wanted enough time for her to finish `I want` and start another sentence. He wanted her wet coat on a floor because she dropped it there.

Her hand would put his against the scar at her throat. With luck, she would laugh at the number of cameras they had to break before either of them slept.

He wanted sex without a clock owned by somebody else.

He wanted the boring hour after it.

Elara had spent the free sample on a stranger’s wrist before she crossed the water to him. That choice made Caleb want her more than the Woman’s room did.

It also told him what the room would steal. Elara might choose him inside it. She might spend fifty-nine minutes treating wounded officers, breaking cameras, and arguing about his head wound. The hour belonged to her only if refusal remained possible before it started and after it ended.

The contract offered neither.

Sant opened the emergency chamber line.

"Caleb Mercer. The temporary center offer requires your acceptance before any civic vote. State your answer for the record."

Caleb looked at Elara.

"I want you."

The Woman brightened the acceptance field.

"I refuse to buy your next sentence."

He drove his silver hand into the station kiosk.

The screen broke around his wrist. He pulled out the local contact coil and crushed it.

The offer remained on every other screen in the city.

His acceptance field stayed empty.

Elara reached the far stairs under the order’s hand. Before the wall hid her, her left foot dragged through the water and kicked the broken support band toward the drain.

One correction.

Still hers.

The Woman cut the offer clock.

Continuity replaced it with the captive-protection motion.

Sant called the first reading.

The suspension passed by four votes.
