She read it.
She put it down.
She looked at the Foundation representative.
The representative looked at the document.
He said, carefully: "The board is aware that the backdating approval was processed on an expedited basis given the pending hearing. The Foundation’s position is that expedited processing in direct response to a legal challenge represents a conflict of—"
"The expedited processing was requested at the time of license issuance," the board chair said. "Before the inquiry was filed. The timestamp is on the request form." She looked at him. "Do you have documentation challenging the timestamp?"
A pause.
"The Foundation reserves the right to request a full audit of—"
"That request goes through standard channels," the board chair said. "It doesn’t affect the current matter." She looked at her folders. "The jurisdictional gap as presented in the inquiry does not exist on the current record. The inquiry is dismissed."
She closed the folder.
The representative looked at his own documents. Something moved in his expression — not surprise exactly. The recalculation of someone who had expected a different outcome and was already working out what came next.
"The Foundation notes its intention to pursue additional avenues," he said.
"The Foundation may note whatever it likes," the board chair said. "This session is closed."

Kai walked out of the building at ten-forty-three.
He stood on the pavement.
’Dismissed,’ he thought. ’Seventeen minutes. It took seventeen minutes.’
He looked at his phone.
No messages.
He sent one to Denko: Dismissed. Heading home.
Denko’s reply came in six seconds: Good. Get back fast.
Kai looked at the message.
He started walking to the train station faster than he had been walking.
His phone buzzed again before he reached the corner.
Not Denko.
Mira’s number.
He answered.
No voice. Of course no voice — she couldn’t call. But she had called him.
Which meant something was wrong.
He broke into a run.

The train took eleven minutes. He spent them expanding the Nerve Sense as far as it would go — useless at this distance, he knew that, but he expanded it anyway because standing still on a moving train was not something he could do.
He got off one stop early and ran the last four minutes.
He felt the building before he saw it.
One-hundred and fifty meters. The east-corner watcher’s rhythm was gone. The watcher was gone.
He felt two other presences inside the building. Ground floor, moving upward.
Not neighbor rhythms.
Not delivery rhythms.
He was through the building entrance before the thought finished.

The stairwell.
Second floor landing — two people, moving toward the third floor where the apartment was. He felt them through the Nerve Sense as he took the stairs three at a time. Gift energy signatures, both of them, low-grade but active. Not suppressed. They weren’t hiding anymore.
He caught them on the second-floor landing.
Two men. Thirties. The particular build of people who had been doing physical work for a long time. One had a dampener device on his wrist — the kind that suppressed Gift detection from outside the building. That was how they had gotten past the district monitoring without triggering it.
The first one turned when he heard Kai on the stairs.
He didn’t get to do anything else.
Kai hit him with the Gale Strike Echo at full rotation — not at the man, past him, a focused column of compressed air that hit the stairwell wall behind him and the pressure differential threw him sideways into the railing. He went down.
The second one moved faster. Gift active — something kinetic, the air around him compressing before he struck.
Kai felt the preparatory shift through the Nerve Sense one beat before the strike landed.
He moved left. The strike caught his right shoulder instead of his chest. The protective layer took it. His arm went numb from the elbow down and he used the remaining rotation from the dodge to come around and hit the man’s left knee from the side with a low Gale Strike — not the full rotation, just the exit force, targeted and short.
The knee went wrong.
The man went down.
Neither of them was unconscious. Both of them were not getting up quickly.
Kai stood over them on the landing with his right arm hanging numb at his side.
He pressed his palm to the stairwell wall.
Both wives — upstairs. Shira’s rhythm elevated, fast. Mira’s rhythm elevated, fast. Both present. Both behind the apartment door.
He reached for his phone with his left hand and called Denko.
"Two in the stairwell," Kai said. "Second floor landing. Dampener device on the first one’s wrist. Gift-active, both of them. Foundation-connected."
"I see it," Denko said. He was already on something — Kai could hear the sound of rapid movement on the other end. "District security is logging it now. Don’t leave the building. Stay with them until—"
"I’m not leaving," Kai said.
He sat down on the stair above the two men and put his back against the wall and felt his right arm slowly coming back.
’Numb,’ he thought. ’Not broken. Numb.’
He looked at the dampener device.
He looked at the man it was attached to.
’They walked in through the service entrance,’ he thought. ’The monitoring didn’t cover it. They knew the monitoring didn’t cover it. Someone told them.’
He stored that.

District security arrived in nine minutes.
Han Dori arrived eleven minutes after that — he had been in the district already, Kai later found out, because Denko had called him at ten-forty-three the moment Kai sent the hearing result.
The two men were taken out of the building. The dampener device was logged as evidence.
Han Dori looked at Kai’s right arm.
"Show me," he said.
Kai showed him. The shoulder was bruising visibly now — a deep spread across the joint where the kinetic Gift had connected. Moving but painful.
"Not dislocated," Han Dori said. "You’ll feel it for a week."
"I know," Kai said.
Han Dori looked at him.
"The hearing," he said.
"Dismissed," Kai said. "Ten-forty-three. Seventeen minutes."
