Chapter 130: Chapter 130 | The Foundation’s Operative

Cara called on a Friday.

Four in the afternoon. A time she had never called before.

"Someone has been following me," she said.

Kai set the pen down.

"How long," he said.

"Three days. Maybe longer." A pause. "I didn’t catch it until today."

"How."

"Wind pressure behind me," she said. "Wrong direction for the street. Coming out of the transit station — the pressure signature changed when I stopped." A beat. "When I stopped moving it kept moving. Then it stopped."

’Professional,’ he thought. ’Someone who knows how to follow a wind-type hero and almost got it right.’

"Where are you now," he said.

"Eastern commercial block. I went into a shop." Her voice was steady but there was something underneath it. "I’ve been in here twenty minutes."

"Is there a back exit," he said.

"Yes."

"Don’t use it," he said. "Stay where you are. Don’t go to the door. Don’t look out the window." He was already standing. "Can you see the street from where you’re standing."

"If I move," she said.

"Don’t move," he said. "I’ll call you back in five minutes."

He hung up.

He went to the second bedroom doorway.

Shira was at the desk — the notebook open, the Vanguard frequency records she had been cross-referencing. She looked up when he came in.

He said: "Someone has been following Cara. Three days minimum. She caught it today — wind pressure change behind her at the transit station. She’s in a shop on the eastern commercial block."

He gave her the street.

Shira was very still.

She said: "Where."

One word.

He gave her the exact address.

She picked up her phone.

She called Carson.

===

Carson answered first ring.

"Cara Venn is being followed," Shira said. "Eastern commercial block." She gave the street. "Three days minimum. Foundation information broker — the same one Han Dori flagged from the file access pattern."

"You don’t know it’s the same—"

"Call Han Dori," she said. "Now."

A pause.

"Yes," Carson said.

She hung up.

She looked at Kai.

"Call Cara back," she said. "Keep her on the line."

He called.

Cara answered before the first ring finished.

"Still in the shop," she said.

"Good," he said. "Someone is coming. Hero authority. You stay inside until they reach you."

"How long," she said.

He looked at Shira.

Four fingers.

"Four hours maximum," he said.

A silence on the line.

Then: "Kai."

"Yes."

"I went out three times this week," she said. "The expedition Monday. A briefing pickup Wednesday. Groceries yesterday morning." Her voice was still steady. Underneath it something that was not quite fear — more like the particular anger of someone who has just understood something. "They were there every time."

"Yes," he said.

"I didn’t feel it until today," she said.

"You felt it," he said. "That’s what matters."

"Three days late," she said.

"You felt it," he said again. "Stay inside."

A pause.

"Why me," she said. "I’m a reinstated provisional. I just got my license back. I’m not — I’m not Shira Voss. I’m not a prosecution witness. I’m nobody the Foundation should care about."

’You filed twice,’ he thought. ’You’re training with Shira. Your name is in the restoration record and you just ran your first active expedition and you’re getting stronger every Tuesday and the Foundation has been watching everyone connected to this investigation for eight months.’

He said: "You’re connected to the investigation. That’s enough for them."

She was quiet for a moment.

She said: "Four hours."

"Yes."

"I’ll be here," she said.

==

Mira came out at four-thirty.

Seventeen steps from the hallway to her chair. She sat. She looked at Kai. She looked at Shira, who had come to the table and was sitting with both hands flat on the surface.

The board appeared.

Cara.

"Followed," Kai said. "Three days. Han Dori is moving."

From day one of her active status.

"Yes."

She held the board.

She looked at the wall near the window.

She said: "She caught it herself."

"Wind pressure," he said. "Wrong direction."

Shira said, to the table: "She’s been running the urban Pressure Sense application since last Tuesday."

Kai looked at her.

"I told her to," Shira said. "As a drill. Feel the air pressure in crowds. Not just dungeons." She looked at her hands on the table. "She caught it."

’She assigned it as a drill,’ he thought. ’Without saying why. Without telling Cara she was already thinking about this.’

He said nothing.

Mira’s board appeared.

You knew they might move on her.

Shira said nothing.

You assigned the drill before they did.

Shira looked at her hands.

She said: "I thought it was possible."

And didn’t say anything.

"There was nothing to say," Shira said. "Until there was."

Mira held the board.

She set it face-down.

She looked at the wall.

The table was quiet for a moment.

Then Mira picked the board up.

She wrote one line.

She held it up.

It said: Good drill.

Shira looked at her hands.

The corner of her mouth.

She said: "Yes."

===

Han Dori moved in two hours and forty minutes.

Carson called at six-fifty.

"Broker is in custody," he said. "Foundation connection confirmed. The firm has been contracted by the Foundation’s operational division for eight months." A pause. "Not just Cara. Active surveillance files on eleven people connected to the investigation."

"Eleven," Kai said.

"Denko. You. Both wives. Cara. Dana Holt. Dana Marsh. Han Dori himself. Three additional prosecution witnesses."

’Eight months,’ Kai thought. ’Since two months after the Renmei verdict. They were already running this when the verdict came down.’

"The formation briefs," Kai said.

"They had copies of all three planned assessment runs," Carson said. "Entry times. Route documentation. Team composition. Everything."

"Cara," Kai said.

"Han Dori’s team walked her home," Carson said. "She’s fine." A pause. "She’s not fine. She’s angry. She said to tell Shira she’s still coming Tuesday."

Kai looked at Shira.

He told her.

Shira said: "Tell her the coaching session is cancelled. She’s coming at six for a different reason."

Carson said: "What reason."

"Urban Pressure Sense," Shira said. "How to feel a tail in a crowd. Full application — not a drill. I’ll teach her properly."

A pause.

Carson said: "She caught it on the third day."

"She’ll catch it on the first day," Shira said. "By the end of next week."

Carson said nothing for a moment.

He said: "I’ll tell her."

He hung up.

===

Denko called at nine.

"The broker’s communication logs," he said. "Han Dori pulled everything. The logs name a contact inside the hero authority."

Kai said nothing.

"Different from the classification zone signatory," Denko said. "That one is in custody. This is someone new. Recruited after the first contact was suspended."

"They planned for losing the first one," Kai said.

"Yes," Denko said. "The contact has access to investigation filings and formation briefs. Which is how the Foundation had copies of all three planned assessment runs."

He hung up.

Kai looked at both wives.

He told them.

The table was quiet.

Then Shira said: "Eight months."

"Yes," Kai said.

"They started this two months after the Renmei verdict," she said.

"Yes."

"Before the secondary investigation was fully opened," she said.

"Yes."

She looked at the table.

She said: "They weren’t waiting to see what happened. They were already moving."

"Yes," Kai said.

She looked at the table.

Mira’s board appeared.

They’re not gathering intelligence anymore.

Shira said: "No."

They’re moving against people. Cara. The witnesses. Everyone connected to the filing.

"Yes," Shira said.

Institutional to operational, the board said. That’s the shift.

Shira looked at the board.

She said: "They know the structural surveys are going to find the perimeter." She looked at the table. "And when we find the perimeter we find the source. And when we find the source—"

She stopped.

She looked at the table.

She said: "They’re thirty-one years into protecting something. They’re not going to stop because we filed survey applications."

Mira held the board.

She wrote one line.

She held it up.

It said: Then we move faster than they do.

Shira looked at the board.

She looked at it for a long moment.

She said: "Yes."

She picked up her pen.

She went back to the formation documentation.

Mira set the board face-down.

She went back to the frequency annotation.

Kai looked at both of them.

He picked up the pen.

He kept working.

====

At ten Shira set her pen down.

She looked at the documentation.

She said: "Cara caught it herself."

"Yes," Kai said.

"Three days of professional surveillance," she said.

"Yes."

She looked at the documentation.

The corner of her mouth.

She said: "She’s getting better."

She picked up the pen.

Mira’s board appeared.

Tuesday. Six o’clock.

"Urban Pressure Sense," Kai said.

Not six-oh-one, the board said.

"Mira."

Not six-forty-three.

He looked at the board.

He looked at the documentation.

He said nothing.

He kept working.
