The grand emergency assembly hall inside the Palais des Nations in Geneva, Switzerland, was in a state of absolute, chaotic, and unbridled bedlam. High frequency alarm chimes hummed in the background as delegates scrambled across the carpeted aisles, clutching encrypted data pads and frantic military reports.

Over five hundred high ranking diplomats, international guild directors, senior military strategists, and S Rank representatives from North America, Europe, Asia, and Oceania shouted over one another in a dozen different languages. Their personal voice amplifiers strained and cracked against the deafening acoustic frequency filling the vast, marble auditorium. On the floating, sixty foot holographic projection screen suspended over the center of the hall, the frozen final image of Renan’s global broadcast looped endlessly showing the shattered, smoking head of President James lying amidst the concrete rubble of Level 40, and the towering, forty foot black flag of the Ominous Sovereign flying proudly over the ruined capital city.

GAVEL SLAM! GAVEL SLAM!

"Order! I demand order in this international council!" Lord Director George, the supreme chairman of the World Hunter Federation, slammed his heavy golden gavel onto the mahogany dais, his face pale and dripping with cold, frantic sweat.

"How in the hell can we maintain order, Chairman?!" an S Rank Representative from the European Union Guild Alliance roared, slamming his fists heavily onto his desk and shattering the glass water pitcher beside him into glistening shards. "An entire sovereign nation’s Hunter Association was completely dismantled, purged, and erased in less than six hours! Their President a veteran SS Rank equivalent backed by ancient relic weaponry was executed on live global television! This ’Renan’ is not an independent hunter, nor is he a political revolutionary... He is an unregistered, uncontainable, and rogue catastrophe that threatens the entire human hierarchy!"

"Look at the atmospheric energy readings recorded during his broadcast!" a chief tactical analyst shouted from the central technical console, swiping a series of complex, pulsing mana graphs onto the main display screens across the auditorium. "During his final declaration on the rooftop of the former headquarters, his personal, unsuppressed mana output exceeded a staggering 45,000 Physical Stat Equivalent! That isn’t just an S Rank reading... That is a National Level Calamity Threat capable of wiping out an entire Carrier Strike Group single handedly in a matter of minutes!"

A heavy, suffocating, and absolute silence fell over the five hundred delegates inside the assembly hall as the numbers sank into their minds.

For nearly two decades, the global hunter hierarchy had been carefully balanced and maintained through delicate international treaties, core monopolies, black market oversight, and joint defense alliances between super guilds. Now, a single man had smashed that global structure to fine dust in a single morning, seizing an entire country’s military infrastructure, executing its corrupt leadership, and declaring the entire sovereign land as his private, unyielding territory.

"Chairman George," an American Joint Chiefs military representative spoke up, his stern voice ice cold as he adjusted his uniform collar and leaned toward his desk microphone. "The Fifth Pacific Carrier Raid Group is currently stationed eighty nautical miles off his eastern coastline. We have four World Class Hunters on board ready for immediate deployment, along with high orbit kinetic bombardment cannons. Give us the global authorization to launch an orbital kinetic mana strike and enforce an absolute international maritime quarantine around his borders."

Chairman George looked up at the holographic display, staring directly into the glowing golden eyes of Renan recorded on screen. He remembered the cold, double toned voice that had promised absolute eradication to any foreign entity or nation that dared interfere in his domain.

"Are you completely out of your mind?!" George rasped, his hands trembling violently as he gripped the edges of his wooden podium. "If we attack him with partial force and fail to vaporize him instantly, he won’t just destroy that carrier fleet... He will cross the ocean and march straight onto Geneva! Send an international diplomatic convoy immediately! We need to know if this ’Ominous Sovereign’ can be reasoned with... or if all of humanity must prepare for a total global war of survival!"

Six thousand miles away across the ocean, high atop the seventy story monolith of the former Hunter Association Headquarters, the cool afternoon wind howled softly through the ruined glass windows and shattered concrete pillars. The sun dipped low on the horizon, painting the skyline in hues of crimson and deep orange.

Renan sat calmly on a dark, majestic phantom throne constructed entirely from dense, physicalized Monarch miasma, positioned in the middle of the grand executive balcony. His long black Monarch coat draped gracefully down over his dark leather boots. Glowing golden Monarch runes etched deep across his forearms, neck, and chest pulsed with a steady, quiet, and divine density, emanating the heavy, unyielding physical weight of his 45,000 physical stat points. Every slow, measured breath he took drew the surrounding ambient air inward, holding the atmospheric pressure around the tower in a state of absolute equilibrium.

Standing attentively at his right flank was Shadow Commander James, his spectral scepter glowing faintly with dark golden light as it processed millions of encrypted data streams flowing continuously across the international satellite network.

"My Sovereign," Shadow Commander James reported, bowing his obsidian armored head smoothly with deep, phantom reverence. "The World Federation in Geneva has opted against launching an immediate orbital strike or military blockade. They have just scrambled a high level international diplomatic convoy consisting of three senior plenipotentiary envoys and two World Class S Rank guards. Their high speed transport aircraft is currently requesting official permission to cross into our airspace."

Renan looked out toward the distant horizon where the sun was beginning its slow descent, his glowing golden eyes calm, cold, and utterly unbothered by the global panic and uproar brewing across the oceans.

"Grant them landing clearance at the central airfield, James," Renan said softly, his layered, double toned voice chilling the air on the balcony to sub zero levels. "Let us hear what desperate terms the old world wishes to offer to the new Sovereign."
