“We are assuming that these two bases are their main bases, one of which is their headquarters.

“Our suspicion lies on this base. This base is basically standing inside one of the most infamous cities in the world, Rigan. This city is known for being lawless. Basically, it’s a den of criminals.

“No kingdoms are purging them basically because they’re managing themselves. If anything happens, they will know where to attack. That’s why this city and the kingdom don’t really interfere with each other.
