If the Lightning in the Clouds was free, then it wouldn’t be that big of a deal… however, the Lightning in the Clouds was not free, it was under Darui’s control, in such a scenario, if Raijin wants to take control of the Lightning, he needs to use Storm Release Kekkei Genkai as well!
