Just as the tension had reached its peak, and everyone was about to take action, suddenly, the Captain of the Konoha Military Police Force, Uchiha Shisui arrived at the field, “What the hell is going on here?”

Shisui’s sudden arrival stunned everyone and relieved the tight nerves of Konoha Genins. Shion, Yakumo, and Hinata were especially relieved upon seeing him and called out, “Shisui-Sensei…!”

Shisui noticed the nervousness on the faces of his subordinates, he arrived beside them to make sure that they were safe, then glanced toward Raijin and noticed the state of the three members of Team Kakashi, with a frown, “Sasuke, Naruto-kun, and Mika-chan…” Observing the tension and injuries, he immediately understood everything and looked at the three Amegakure Genins with a frown.

Just as Shisui was about to step forward, with a Silver Flash Kakashi also appeared on the field. Upon noting the silver flash, Shisui turned toward him, “Kakashi-san…”

Kakashi nodded to Shisui and then glanced at the lightning-masked Genin of Amegakure, “Raijin…”

Looking at Kakashi and Shisui, Raijin chuckled, “Well, if it isn’t the Strongest(?) Shinobi on the side of the Five Great Nations and the fastest(?) Shinobi on the side of the Five Great Nations… Are the two of you here for the same purpose as those Konoha Anbu?”

Shisui was confused, and turned to Kakashi, ‘What purpose?’ He had noticed the three unconscious Anbu on the field, but he did not understand why they were there, or what Raijin meant.

Kakashi had an expression of guilt on his face, as he shook his head, “It seems my subordinates made a mistake… I apologize on their behalf…” then he pointed at Naruto, Sasuke, and Mika, as his expression became serious, “I will overlook your actions against my students as an apology… but…”

“Humph…” snorted Raijin as he released Sasuke and Mika from his grip, causing the two Genins to fall on the ground, and stepped away from Naruto as well. Then he looked at Kakashi in the eyes and spoke word for word, “It’s very convenient, isn’t it? Because Konoha is widely considered the strongest Shinobi Village, their ninjas are allowed to do anything and get by with no consequences…”

“I–uhm…” Kakashi tried to find the words to counter Raijin’s statement but couldn’t find anything and could only remain silent.

“What? Cat got your tongue?” asked Raijin with a mocking chuckle.

Kakashi sighed, and sincerely apologized, “I apologize for the trouble we have caused…”

Raijin shook his head, “I don’t care about your apology…” then he spoke to Samsara, and Tengu, “Come on, let’s go…”

Both Samsara and Tengu glanced at all the Konoha Genins surrounding them, then nodded, “Yes, Raijin-sama.”

With that, Raijin, Samsara, and Tengu began to leave the field, but just before leaving, Raijin deliberately glanced at all the Konohagakure ninjas, as well as the ninjas of other shinobi villages that have been watching everything unfold from a distance, and said with a smirk, “Konoha’s Genins are barely average in my opinion… I wonder if that’s the case for the Genins from other Shinobi Villages as well… if that were truly the case, then I would be disappointed as the Joint Chūnin Promotion Exam would become too easy and too boring…”

Leaving these words, Raijin, Samsara, and Tengu left the scene in a cool manner.

Watching Raijin’s back disappear, Naruto–who had barely gotten up with Hinata’s support–shouted loudly, “Hey, masked guy… by the end of the Chunin Exam, I, Uzumaki Naruto, will definitely defeat you!”

Standing beside Naruto, Sasuke–who had also barely gotten up with Kiyomi’s support–looked at Raijin with a hateful expression, while thinking to himself, ‘That was Sharingan, right?’

As someone who has possessed the Sharingan for half a decade, Sasuke is quite familiar with it, therefore, when Raijin used Genjutsu on him, he had a feeling that it was a Sharingan-based Genjutsu.

But the question is, how does an Amegakure ninja possess Sharingan?

‘I need answers…’ thought Sasuke as he glanced at Raijin’s disappearing back with a sullen expression. Other than Deidara of Iwagakure and Kimimaro of Otogakure, another ninja has been added to the list of his prey for this Joint Chūnin Promotion Exam.

Just like Naruto and Sasuke, Mika–who had gotten up with Shion’s support–also looked at the disappearing back of Raijin and the other two Amegakure Genins with a frustrated expression. She did not like the fact that she was defeated so easily by the other party. Clenching her fist, she thought to herself, ‘I need to get stronger!’

It’s not just the Konohagakure ninjas that were affected by Raijin’s words, even Darui of Kumogakure had the idea of fighting against Raijin. From the brief scuffle that Raijin had with Team Kakashi of Konoha, Darui discovered that Raijin actually specializes in Lightning Chakra Nature, and seems to be getting close to mastering the Lightning Chakra Mode. Understanding that they can’t allow a ninja from another shinobi village to master the Lightning Chakra Mode that has been exclusive to the Kumogakure since the founding of shinobi villages, Darui had thought of eliminating Raijin during the Joint Chūnin Promotion Exam.

Unlike Darui who had the thought of killing Raijin in this Joint Chūnin Promotion Exam, Orochimaru stared at Raijin’s disappearing back while licking his lips, he had a feeling that he had noticed something interesting.

Everyone had their own thoughts in regard to the three masked Genins of Amegakure, but one thing in common was that they had listed the three of them, especially Raijin as extremely dangerous ninjas.

On the other side, after leaving the field, as Raijin, Samsara, and Tengu returned to their inn, Tengu couldn’t help but ask doubtfully, “Raijin-sama… everything that happened there… did you do it purposefully?”

Tengu has known Raijin (Kuroto) for half his life and knows that he would never do something meaningless, so he believes that there must be some reason why Raijin went to the trouble of fighting the three Konoha Genins, but no matter how much he tried, he couldn’t figure out the reason.

Raijin sat down on the floor, and while leaning against the wall, he spoke with a chuckle, “Well, I have two reasons for creating all the trouble… the first reason involves Uchiha Sasuke, but you don’t need to worry about that… as for the second reason, it’s to incite conflict among the ninjas of different shinobi villages…”

“Incite conflict?” asked Samsara curiously. She couldn’t understand why Raijin would want to incite conflict between ninjas of different shinobi villages.

Raijin nodded, “Because of various reasons, the ninjas of different villages are acting in restraint… but that’s not conducive to my goal… If they continue to act in restraint, the Joint Chūnin Promotion Exam would lose its meaning. Unless ninjas are out for each other’s blood, they won’t use everything to defeat the other party… Even if the ninjas of great shinobi villages won’t kill each other because of the alliance between these villages, there’s no problem in them trying to kill ninjas from a small shinobi village like Amegakure, right?”

“But is that wise…?” asked Tengu with a doubtful expression. He had become more confused, and spoke, “After all… it’s just the three of us… meanwhile, ninjas from other villages can work together with other ninjas from their villages… at this rate, we might end up facing many ninjas…”

Raijin nodded, “That is indeed true, that’s why I want the two of you to be extremely vigilant throughout the Joint Chūnin Promotion Exam. Do not drop your guard for even a single moment!”

While strengthening the cooperation between the five great shinobi villages wasn’t the original intention of the Joint Chūnin Promotion Exam–the original intention was to recover the fallen reputation of shinobi villages and ‘strengthening the cooperation was just an excuse–because of the excuse, the ninjas of each shinobi village is acting in restraint. So many days have passed since ninjas from various villages gathered in Konoha, yet not a single conflict has occurred!

For Konoha, this is undoubtedly a good thing as they have to do less work, but for Raijin, this isn’t a good thing!

If ninjas from all villages continue to act in restraint, then neither he would be able to train his Lightning Chakra Nature, nor he would be able to stimulate Sasuke, or allow Naruto, Neji, and Shion to grow.

Raijin needs the Joint Chūnin Promotion Exam to be intense and cruel, such that everyone feels threatened, and would have the opportunity to grow.

But the problem is, how can the Joint Chūnin Promotion Exam become intense and cruel when everyone is acting in restraint?

Raijin felt that only he could do this. Since no one else wants to take the first step, then it can only be him, and took advantage of Anbu creating trouble to create chaos.
