Chapter 54: The Stamped Charter
Chapter 54: The Stamped Charter
"Hold the elevator before the grille closes," Maya called out, stepping briskly.
Her briefcase clicked against her knee as she adjusted three folders of stamped municipal records.
Fin held the sliding grille open with his forearm, allowing Ruby to step inside.
"The licensing annex always smells of machine oil and cheap toner," Ruby observed, checking her collar.
"Bureaucrats love cheap ink because expensive seals leave too clear a paper trail," Maya replied dryly.
"We brought every receipt, permit, and muster roster required by municipal code," Fin said.
"The central registry is still blank," Fin said. "Does that stop this application?"
"Your district office kept its signed certification copy," Ruby answered. "We matched it against the testing annex’s paper receipt."
Maya opened the top folder, exposing the registrar’s provisional reconstruction order.
"The replacement entry is flagged for review," she said. "It restores your filing rights while the deletion is investigated."
"Keep a copy outside their network."
"Two," Ruby replied. "One with us, one in the district archive."
"Goldwake filed a preemptive zoning challenge twenty minutes before opening," Maya noted, tapping her briefcase.
"They want to force an administrative delay until our mobilization window expires," she added.
’Corporate lawyers always strike at the registration desk before the battlefield,’ Fin thought.
The lift shuddered to a halt on the third floor of the municipal administration complex.
Fluorescent tubes hummed along the low corridor where clerks carried stacks of unfiled folders.
Fin walked between his two partners, his boots clicking in a steady rhythm across the tiles.
At the end of the hall, a crowd gathered before the primary licensing counter.
A tall man in a tailored grey suit stood at the front, tapping an ornate pen.
Two armored guards flanked his shoulders, both wearing the sunburst insignia of the Goldwake Syndicate.
"Application forty-two is suspended under district zoning monopoly covenants," the tailored man announced.
The young clerk behind the counter shrank back behind her wire partition.
"Halden House lacks the required twenty-million credit corporate bond," the delegate stated with a smirk.
"Under emergency decree forty-four, independent crews must register as corporate subsidiaries," he continued.
Maya stepped forward, placing her briefcase flat on the registration counter with a solid thud.
"Decree forty-four applies exclusively to unbonded salvage teams operating without certified combat leaders," Maya countered.
"The Veil Unit holds Grade-D certification under Association seal number four-zero-nine," Ruby added firmly.
The corporate delegate turned slowly, his eyes scanning Ruby’s dress uniform with condescending amusement.
"A disgraced frontline sergeant and a factory laborer playing guild founders," the delegate scoffed.
"Goldwake offers a generous buyout of fifty thousand credits for your mobilization claim," he said.
"You can serve as auxiliary porters on our rear baggage trains," the man suggested with a sneer.
"We feed our own porters, and we choose our own shifts," Fin answered calmly.
"You do not possess the legal standing to refuse a formal corporate acquisition," the delegate snapped.
Maya flipped open her folio, sliding three yellow carbon copies across the registration desk.
"These records document three instances where Goldwake abandoned civic defense posts during the east breach," Maya stated.
"Under section twelve of the municipal charter, dereliction of emergency duty forfeits territorial monopolies," she explained.
The delegate’s smile vanished as he stared down at the authenticated Association timestamps on the copies.
"Where did you acquire these internal operational logs?" the man demanded, his voice tightening.
"Public records become accessible when an auditor fails to pay their archive fees," Maya answered smoothly.
The larger of the two Goldwake guards stepped forward, his eyes flaring with bright golden mana.
The ambient air in the narrow corridor compressed as the guard channeled his D-rank combat aura.
"Sign the vassal agreement, or you leave this building on stretchers," the guard threatened.
’He thinks a flashy aura intimidates workers who survived real monster breaches,’ Fin thought.
Fin stepped directly into the seam between the guard and the registration counter.
The guard reached for Fin’s collar, bringing his wrist within reach across the counter.
Fin caught the wrist, turning it until the guard’s knees bent and his concentration broke.
The golden aura collapsed as Ruby stepped between the second guard and the clerk.
Fin released his grip when the first guard retreated, keeping his hands visible beneath the counter camera.
"The clerk is waiting for your signature on our charter," Fin said in a quiet voice.
"You have ten seconds to sign the waiver, delegate," Ruby added, resting her hand on her sidearm.
The corporate delegate swallowed hard, his fingers trembling slightly as he picked up his pen.
He scribbled his signature across the territorial waiver form, throwing the waiver onto the counter.
The registrar scrambled to pull the official vellum certificate from beneath her counter drawers.
She poured purple sealing wax onto the lower corner of the registration document.
The clerk brought down the round stamp three times with concussive thuds.
[ Faction entity confirmed: Halden House ]
[ Charter number: D-4092 officially registered ]
[ Fringe thug suppression: +15,000 EXP ]
[ EXP: 365,700 / 2,500,000 ]
[ Legal jurisdiction: independent district 4 raid rights secured ]
The corporate delegate snatched his folders from the desk, his face pale with sudden fury.
"You just declared war against every major syndicate operating in the fourth district," the delegate warned.
"Tell your directors we work the daylight shift and the night shift," Fin replied steadily.
"If they want our territory, they can meet us in the open gates," Ruby added.
The delegate spun on his heel, marching down the hallway while his two shaken enforcers followed behind.
The clerk slid the stamped vellum charter across the counter alongside a polished registration key.
"Your guild headquarters registration is finalized, Commander Fin," the clerk announced with a polite bow.
Maya picked up the stamped charter, inspecting the purple seal with a satisfied nod.
"The charter is valid, and their objection is withdrawn," Maya reported. "Keep the copies ready for their next challenge."
"They will need a new argument to block our District Four bounties," Ruby said.
"We have an official roof, a legal charter, and seven porters waiting for orders," Fin said.
"The next step is proving our combat efficiency on live Association audit channels," Maya noted.
"Sub-Level Vault Fourteen opened an open-season limit-break trial this morning," Ruby suggested, smiling.
"That vault holds the toughest molten monsters in the lower district," Fin recalled with interest.
"The current clearing record stands at fifteen minutes and forty seconds," Maya pointed out.
"Let us see if we can cut that record in half," Fin said, turning toward the elevator.
"If we break that record on live broadcast, every independent hunter in Jonxy will notice," Ruby observed.
"They will see that a working-class guild can outpace corporate syndicates," Fin replied as the lift arrived.
"I called Bram to position our porters at the vault extraction zone," Maya said, tapping her comm-device.
"They will secure the transport carts before corporate salvage teams arrive," she added.
"Good logistics prevent greedy syndicates from stealing our hard-earned monster cores," Fin remarked.
"We take what we earn, and we leave clean pavements behind us," Ruby declared with pride.
The elevator descended to the ground floor, its cabin rattling against the guide rails with a low hum.
Outside the administration complex, the noon sun illuminated the bustling avenues of District Three.
"Load the tactical gear into the truck, and let us head toward the vault gate," Fin ordered calmly.
"Our first official raid as a chartered guild starts in thirty minutes," Ruby answered, buckling her weapon belt.
’We built our roof with honest sweat, and now we defend it with steel,’ Fin thought.
The three founders marched down the wide front steps into the waiting vehicle.
