Chapter 937: The Plan to Solve the Problem Known As Uchiha!

After leaving the Hokage Office, Kuroto and Kakashi walked together for a while, discussing important matters such as what to do with the Kubikiribōchō and Nuibari that they had acquired after the demise of Momochi Zabuza and Biwa Jūzō.

“Let’s just return them to Kirigakure… either way, these swords belonged to Kirigakure,” suggested Kuroto. It requires special training for a shinobi to effectively use the Seven Swords of the Mist. No one in Konoha possesses enough understanding of that swordplay, making it difficult to train anyone. Moreover, if Konoha shinobi were to use the unique tools of other villages, it wouldn’t look good.

Kakashi nodded, “Yes, that’s what I thought as well…” He added after a pause, “Very well… I will go and meet the Mizukage’s entourage and return these two swords to them before they leave Konoha.”

“Yes,” nodded Kuroto as Kakashi left with the storage scroll that held Kubikiribōchō and Nuibari. After Kakashi’s departure, Kuroto did not linger and made his way toward the Uchiha district.

Uchiha District

Whoosh! Whoosh!

As soon as Kuroto arrived at the outskirts of the Uchiha district, two ANBU appeared in front of him, “Hokage-sama!”

Aware that these two ANBU were assigned to monitor the Uchiha Clansmen’s activity from the outskirts, Kuroto didn’t pay them much attention and casually inquired, “Has there been anything unusual about the Uchiha Clansmen these past few days?”

The two ANBU shook their heads and replied to Kuroto’s question, “Nothing unusual has happened… although, it’s strange that the Uchiha Clansmen refuse to come outside of the Uchiha district… it seems they are still vigilant of Amatsukami’s attack.”

Due to Elder Hiruzen’s instructions, all the ANBU who were part of the operation on the night of the Uchiha’s Coup d’état had their memories sealed to forget the exact details. Therefore, those in lower political positions seem to believe that the Uchiha Clan did not plan a Coup but were instead attacked by Amatsukami once again.

“Alright, I understand,” muttered Kuroto as he waved his hand and instructed the two ANBU, “Everyone can disperse. From now on, there is no need to monitor the activities of the Uchiha Clansmen.”

The two ANBU exchanged uncertain glances. To them, even if the Uchiha Clan was once again attacked by Amatsukami, it didn’t necessarily mean that the threat posed by the Uchiha Clan had been resolved. When Kuroto ordered the ANBU to stop monitoring the Uchiha Clan, they hesitated. “Is that fine?” After all, the order to monitor the Uchiha Clan was given by the former Hokage Sarutobi Hiruzen. Now that Kuroto—the current Hokage—is instructing them to cease monitoring, they are a little unsure about what to do.

Noting their hesitation, Kuroto tilted his head and questioned, “Is there any problem? Or is it that the ANBU is refusing to follow the Hokage’s order?”

As soon as Kuroto posed his question, the two ANBU panicked, “No… no… no!” and immediately nodded, “We will immediately disperse all the ANBU and stop the monitoring as per Hokage-sama’s order!”

How could ANBU dare to disobey the order of the Hokage? That would be betrayal! With that decided, the two ANBU bowed respectfully to Kuroto and left the area along with the rest of their teammates. From this day forward, no ANBU will be monitoring the Uchiha District.

After the ANBU left, Kuroto stepped forward and made his way toward the center of the Uchiha district. As he passed through the streets, the Uchiha men and women noted his presence, observing him vigilantly and murmuring to each other, “Hey… isn’t that Godaime?”

“Wha–? You are right… but what is he doing here?”

“Is it finally coming?”

“Should we fight?”

These past few days, they had been living in panic, worried that the retribution for their actions would come!

Although the Coup d’état was covered up due to the attack by Amatsukami, and for some reason, the village did not immediately pursue the matter, the Uchiha Clan knew what they were planning on that night. They were worried that sooner or later, the village would come to attack them when their guard was down.

What’s more troublesome is that the Mangekyou Sharingan of their Patriarch (Itachi hasn’t been appointed as the Patriarch for the time being, since Fugaku wants to confirm Kuroto’s intention) was taken away by Homusubi. And this is not all; three elite Jonins have been killed. Even Shisui and Shinichi were silently defeated by the members of Amatsukami. When facing unexpectedly strong opponents, their strength cannot be completely trusted either. Considering all these things, in the hearts of the Uchiha Clan, they realized they were no longer as strong as they used to be until a few nights ago, making the formerly arrogant Uchiha Clansmen uneasy.

However, someone among the uneasy Uchiha Clansmen noted something odd and pointed out, “Calm down… he came alone, which means he doesn’t intend to have any conflict. Let’s not do anything rash and make trouble for Itachi-sama…!”

Hearing the words of this person, the others were relieved and nodded, “Yes… you are right… our situation is already complicated because of our previous actions. Let’s not do anything foolish anymore.”

Hearing the hushed murmurs of the Uchiha Clansmen, Kuroto’s lips curved into a light smile, ‘Yes… this is what I intended…’

The guilt of having tried to do something wrong but failing at it and learning that they are not as powerful and invincible as they thought, and on top of that, going unpunished, would keep the Uchiha on their toes. From now on, they will think twice about their actions to avoid creating trouble for the authorities.

Moreover, most of the Uchiha extremists who desired power and incited the Uchiha Clansmen to rebel have been eliminated in the past few years. So, there is no longer anyone within the Uchiha Clan who wants to rebel. At the same time, the people in power—whether Itachi, Shisui, or Shinichi—all three are loyal to the village (Godaime Hokage), so they won’t do anything or say anything that would incite the Uchiha Clansmen to rebel against the village.

In this manner, Kuroto slowly walked through the streets and soon arrived at the Patriarch’s mansion. The news of Kuroto’s arrival had already reached the ears of Shisui, Shinichi, and Itachi. Since Kuroto did not rush and took his time observing the state of mind of the Uchiha Clansmen, by the time he arrived at the Uchiha Patriarch’s mansion, the three of them were already waiting for him.

All three respectfully bowed to Kuroto, “Hokage-sama!”

Kuroto nodded lightly. With the three of them following him, he walked toward the mansion and questioned, “How is the situation these days?”

Even if he had observed the general Uchiha Clansmen’s thoughts while walking through the streets, the mindset of the core of the Uchiha Clan is not something he would be able to see through at a glance. Therefore, he needed to hear the thoughts of Itachi, Shisui, and Shinichi.

Aware of Kuroto’s intention, Shisui answered in a low voice, “Although everyone is panicked, for the time being, the situation is relatively stable… since they were able to vent their anger and dissatisfaction, their mood has improved quite a lot… and after being rescued by the village, they are feeling guilty, and this guilt has made them question their own actions…”

The Uchiha Clansmen were worried that now that their Patriarch had lost his Mangekyou Sharingan, the village would definitely add fuel to the fire and completely wipe them out. However, things did not go as they thought. Not only did the village not take any action against the Uchiha Clansmen, but they also treated their injuries without mentioning the Coup. On top of that, the village even helped them cover up the Coup by declaring that the ‘Uchiha Clan was attacked by Amatsukami.’

These series of events, of course, made them guilty of their actions.

However, some people with keen minds can feel that something is odd, therefore, when the likes of Itachi, Shisui, and Shinichi express such opinions, all they can do is feel doubtful and nothing else. And since most of the Uchiha Clansmen are people with simple minds who are more emotional than anyone else, it was easy to manipulate their thought process and make them feel guilty.

“I see,” muttered Kuroto with a satisfied smile, as this was the effect he wanted to see.

In fact, Kuroto had thought a lot about how to solve the problem of the Uchiha Clan’s isolation from the rest of the village and also their dissatisfaction with being treated unfairly.

When he was searching for a solution, Kuroto noted two important points that were the cause of Uchiha’s dissatisfaction.

Number one… They feel that they are being treated unfairly by the Hokage faction. They believe that compared to the other clans, they are always restricted and suppressed because the village fears their strength and doesn’t want them to become too strong. Whether this is true or not is another matter; however, the fact that they feel that this is true must be resolved.

Number two… with the decline of the Senju Clan, the Uchiha Clan feels that they are the strongest, and as the strongest, they deserve to hold the power of the village in their hands. Again, this may or may not be true; however, because they believe that this is true, their expectations for comparable political status are also high. But because neither of these points is fulfilled, hence why, there is dissatisfaction.

In order to curb the Uchiha’s dissatisfaction, Kuroto targeted these two points. By making the Uchiha Clan helpless against Amatsukami, he made them realize that they aren’t as strong as they thought they were, and that they need the help of fellow non-Uchiha villagers in order to remain safe because they are not strong enough to be invincible. The helplessness that all Uchiha Clansmen felt on that night made them question their own arrogance… ‘How could I be foolish enough to believe such a thing?’

Then, after making them question their arrogance, Kuroto ensured that they were treated kindly by the villagers. Of course, the common folks can’t be trusted for such an important task; therefore, the ones who were trusted for such a task were the Iryō-nin. They are healers, therefore, regardless of identity, they heal. When the Uchiha Clansmen received unbiased treatment from the Iryō-nin, especially the Hokage’s fiancé, they realized that not everyone treats them unfairly. At the same time, the injured Uchiha Clansmen were kept along with other injured shinobi from Konoha, so the injured people bonded with each other as both cursed their enemies. This bonding further made them question themselves, ‘Are we really treated unfairly?’

The next step was to make sure that the information about the Coup didn’t reach the ears of common folk. For this, all the evidence related to the Coup was erased. Even the memories of the ANBU and other shinobi who were part of the force responsible for dealing with the Uchiha Clan, should things go out of hand, were sealed, such that they don’t mistakenly spread the word to the common folks. At the same time, the information about Amatsukami’s attack on the Uchiha Clan was spread among the residents of Konoha, which earned the Uchiha Clansmen pity and sympathy from the rest of the village.

These series of actions made the Uchiha realize how wrong they were about everything and induced guilt in them. The guilt will last for a while and prevent them from doing anything rash for the time being.

Of course, this was only enough to buy Kuroto some time—the time which he would use for the last step that would permanently solve the matter of the Uchiha Clan’s dissatisfaction.

The last and final step is to show them with actions that they are not treated unfairly. In order to do so, the unfair treatment has to be stopped. This is precisely why Kuroto instructed the ANBU to stop monitoring the Uchiha Clan and personally came to the Uchiha district to show the sincerity of the Hokage.

Unlike the other members of the Hokage faction, neither Kuroto nor Kakashi is inherently prejudiced against the Uchiha Clan. Therefore, they have reached a mutual agreement to not repeat the mistakes of the previous generation and treat the Uchiha Clan unfairly. At the same time, they aim to take calculated actions so that over the course of the next few years, the Uchiha Clan successfully integrates with the rest of the village.

Judging from the current situation, things are progressing as per his intention.

Satisfied, Kuroto turned to Itachi and questioned, “How is your father’s condition? Has he noticed something?”

Itachi pondered for a while, then replied, “Otou-sama must have noticed something… but there is no need to worry. Since he voluntarily gave up the Mangekyou Sharingan, he no longer retains his ambition and won’t be a threat to the village.”

“That’s good,” nodded Kuroto as he suddenly recalled something. He took out a pair of Byakugan from his pocket and handed it over to Itachi, “These are the eyes of Elder Aoyama… the Visual Prowess you stored in these eyes using Transcription Seal… you can take that back now.”

“Hmm,” nodded Itachi as he took the pair of Byakugan handed to him by Kuroto, then released the transcription seal. After retrieving his Visual Prowess, he returned the pair of Byakugan back to Kuroto.

With that out of the way, Kuroto smiled and said, “Well then, let me see your father… I doubt he would be at ease unless he gets the answer to his questions, and I give him my personal guarantee.”

“Yes,” nodded Itachi and escorted Kuroto to the backyard of the Patriarch’s mansion.

On the way, Kuroto happened to encounter Sasuke, who seemed to be in a hurry. However, when he noticed that the people coming were his brother and Kuroto, he stopped to greet them politely, “Hokage-sama!” and then left the mansion.

Looking at Sasuke, Kuroto smiled, “It seems that the setback he has suffered this time has greatly stimulated him to train and work hard.”

Kuroto could feel it; the aura of Sasuke’s chakra had become colder than it used to be until a few days. And even though there were several bandages wrapped around his body, he didn’t seem to care about them and went to train.

Looking at the figure of Sasuke that had disappeared, Itachi sighed softly, “The thing that happened at Mount Myōboku had already made him realize how weak he is. On top of that, when he returned and learned of the things that happened in the village, especially when he saw Otou-sama without eyes… he swore retribution!”
