"Hello, Director Yang. I’m Zhang Lang, leader of the Third Support Team from the Provincial Sea Police’s Technical Division. Per superior orders, my team is transporting a regional encrypted communication hub and command coordination terminal. We will arrive at your precinct within the hour."

"Please immediately prepare two separate locations that meet ’Class B-1’ security standards. One is for the core Communication Array matrix. It requires an independent, sealed space of at least fifty square meters, either underground or equipped with high-strength physical and Spiritual Energy shielding. The other is for the joint command coordination terminal, and it must be at least thirty square meters."

"Understood, Mr. Zhang. No problem," Yang Wenqing replied concisely.

"Good. We’ll be in touch." The other party hung up crisply.

The moment Yang Wenqing put down his badge, he summoned Liu Qin and gave her his orders: "Two things. First, notify the General Affairs and Technical Sections to clear out the backup vault in the northeast corner of the second basement level and await my further instructions."

"Second, the reserved backup control room next to the dispatch center needs to be cleared out as well. It has to be done within the hour."

Liu Qin quickly took note. "Yes, Director. Should I notify Vice Director Chu?"

"Just tell them the sites are being prepared for a technical team from the Provincial Hall and that they are required to cooperate with the clearing and maintain confidentiality. They don’t need to ask about the specific purpose. Also, notify Liu Min to personally oversee logistical support for the Provincial Hall’s technical team. Everything is to be prepared to the highest standard. Be thorough, but don’t be overly intrusive."

After a moment’s thought, Yang Wenqing added, "And one more thing. Inform everyone in the precinct that the Provincial Hall has an important technical mission here. The areas involved are designated temporary restricted zones, and no one is to go snooping around."

The orders were quickly passed down. The underground vault was perennially cluttered with spare equipment and old files, so it took some time to clear. Fortunately, there were plenty of people to help. The backup control room, already on standby, was prepared much more quickly.

Yang Wenqing personally went to check on both locations. After confirming the preparations were proceeding in an orderly fashion, he returned to his office to handle other urgent matters while he waited.

About fifty minutes later, Liu Qin reported that the technical support team from the Provincial Sea Police had arrived. A group of six, they came in an unmarked, black, medium-sized Flying Shuttle that landed directly on the precinct’s rear landing pad.

Yang Wenqing and Zhu Yunchuan went to greet them in person.

The Flying Shuttle’s hatch opened, and six people filed out. The man in the lead was of average build with sharp, capable features and held the same rank as Yang Wenqing. The five behind him—a mix of men and women—were not young; the youngest appeared to be in their mid-thirties. They moved with the meticulousness and faint detachment characteristic of technical officers, and all held the rank of senior sergeant.

"Mr. Zhang, welcome. It must have been a long trip. I’m Yang Wenqing." Yang Wenqing stepped forward and extended his hand.

"Director Yang?"

"That’s right."

Zhu Yunchuan then interjected, "Given the gravity of the situation, we must first verify your identities. We appreciate your understanding."

"Of course."

After the brief pleasantries, Zhu Yunchuan had his people verify the identities of all six arrivals.

Zhang Lang remained impassive. Once the checks were complete, he looked at Yang Wenqing and said, "Director Yang, let’s dispense with the pleasantries. Time is tight. Please take us to see the sites you’ve prepared."

"Very well. Please follow me."

Yang Wenqing first led them to the vault on the second basement level. Zhang Lang went inside with two of his team members, did a quick sweep of the area, and then used a palm-sized, silver, compass-like device to scan the room before nodding.

"The basic conditions are met. This will do," he said. "Director Yang, from this point on, my team will be conducting internal operations. As per security protocol, no one is permitted to enter except personnel with ’Class B-1’ clearance or higher who have been verified by our team. That includes you."

His tone was calm but left no room for negotiation. The two team members who had entered with him had already taken up positions just inside the vault door, their faces impassive, clearly standing guard.

Yang Wenqing had anticipated this. He nodded and said, "Understood. I’ve already ordered this area to be designated as a restricted zone. If you need any logistical support, please contact our Section Chief Liu Min." He gestured to Liu Qin, who immediately handed over a business card with Liu Min’s contact information.

Zhang Lang took the card, glanced at it, and handed it to a team member behind him. "We’ll be in touch. Now, where is the site for the command coordination terminal?"

"This way."

Yang Wenqing led them to the backup control room next to the dispatch center. This location was also fully prepared, with various interface ports exposed and the backup power arrays blinking with a faint standby glow.

Zhang Lang performed another inspection and left the remaining three team members there. "This area also needs to be secured," he stated. "My personnel will work here independently, except during necessary periods of technical integration. As for the data interface and protocols for your command center, my deputy team leader will coordinate with your supervisor shortly."

"Of course," Yang Wenqing agreed without objection.

"Well then, Director Yang, thank you for your cooperation. We’ll handle the rest of the work independently. We will communicate through official encrypted channels or the designated contact person for any specific matters requiring coordination." With that, Zhang Lang led his two team members straight back to the underground vault, clearly intending to begin setting up the core Array at once.

Their attitude wasn’t arrogant, but it was far from warm. This was the self-assurance that came with being a superior technical unit operating under strict confidentiality protocols, and Yang Wenqing understood completely.
