Without looking up, Yang Wenqing signed his name on a request to add a temporary monitoring point at the docks before speaking. "Just notify me when it’s time."

"The evaluation will use a comprehensive scoring system. The General Affairs Section will take the lead, working with Internal Affairs Inspection and the Archives Section to form twelve evaluation teams. These teams will carry recording Arrays and embed with the participating units to conduct on-site scoring. The scoring rubric will cover seven major categories and fifty-four sub-items, including response time, handling procedures, command decisions, scene control, application of laws, collaborative communication, and post-action reports."

Liao Tianming’s voice was steady.

After listening to the report, Yang Wenqing’s gaze swept over everyone present. "The plan is viable," he said. "You can hash out the finer details, but remember the principle here."

The evaluation teams must be impartial, their records must be detailed, and in the after-action review, praise will be given where it’s due, and accountability will be enforced for failures."
