These buildings formed a small square. The ground was paved with gravel, packed flat and firm by the constant traffic of vehicles and people.

Several main roads radiated out from this central square, also paved with gravel. They were the most presentable roads in town. Beyond them, however, large tracts of newly developed land were still just exposed dirt, churned into a muddy mess by days of construction vehicles and foot traffic.

Farther off, near the foot of the mountain, a sizable reservoir was nearly complete. Its deep blue surface shimmered in the sunlight, and several aqueducts were being extended toward the town.

On the other side of town, near the prospected mineral vein, the initial forms of several factory buildings constructed from steel frames and prefabricated panels were taking shape. A forest of tall crane arms and scaffolding stood over them. This was the site of the planned ore processing and sorting plant—one of Lingshan Town’s future economic lifelines.

At Yang Wenqing’s command, three armed Flying Shuttles landed directly on the designated platform behind the public security office.

The shuttles touched down and the cabin doors opened.

Yang Wenqing was the first to step out, his sharp gaze sweeping the area. Over a dozen guards in City Defense Bureau uniforms were already waiting in formation. They were clearly the advance team from the Operations Division.

The man in the lead was tall and powerfully built, his epaulets identifying him as a senior sergeant. It was Xia Meng, captain of this squad. Upon seeing Yang Wenqing, he immediately stepped forward, snapped to attention, and saluted. "Yang Group Leader, Captain Xia Meng of the Operations Division’s Third Squad, reporting for duty as ordered!"

Yang Wenqing returned the salute. "Captain Xia, thank you for your hard work. Have your men stand by."

Not far behind Xia Meng stood two other men, also in senior sergeant uniforms. They were the two who had been previously transferred to Lingshan Town to serve as patrol captains.

One of them was Wang Ze’en, a patrol captain from the East City Public Security Office. When he saw Yang Wenqing, his eyes were subconsciously drawn to the silver star on Yang Wenqing’s epaulet—the mark of a Police Commissioner. A complex mix of emotions flashed through his eyes: surprise, wistfulness, and a faint, almost imperceptible sense of loss.

But in the next instant, he skillfully suppressed those feelings, replacing them with a warm, respectful smile. He took two steps forward, snapped to attention, and saluted. "Yang Group Leader, welcome to Lingshan Town! If you need any assistance from the patrol teams, just say the word!"

The other man, Zhang Li, formerly a patrol captain from the South City Public Security Office, maintained his usual stern expression. He simply gave a by-the-book salute. "Yang Group Leader, Captain Zhang Li, Patrol Team Three, awaiting your orders."

Yang Wenqing nodded to them. Without any pleasantries, he cut straight to the point. "Where is Captain Zhou Yong?"

Wang Ze’en answered, "Captain Zhou is on shift today, patrolling the Northern Town Mine District and the reservoir line. We’ve already sent someone to get him. He should be back soon."

"Mm." Yang Wenqing said no more and quickly issued his orders. "Captain Xia, take your men and immediately take control of all posts and access points in and around the public security office. No one enters or leaves without permission."

"Yes, sir!"

Captain Xia accepted the order and departed with his men.

Yang Wenqing’s gaze fell on Wang Ze’en. "Captain Wang, take the Government Soldiers and get them settled in first."

"Yes, sir!"

Wang Ze’en immediately turned and left.

Liao Tianming then spoke up. "Yang Group Leader, I’ll head over to the Civil Affairs Bureau to handle the handover. If you need anything from me, just let me know."

Yang Wenqing immediately broke into a smile. "Director Liao, you’re too kind."
